Licence cancelled before takeover proceedings
On October 17, 2026, Hindustan Times reported that DTCP had initiated proceedings to take over The Venetian after cancelling its licence on August 7. The department cited prolonged construction delays and regulatory violations. The licence had been granted on September 5, 2019, to the landowners in collaboration with Ocean Seven Buildtech.
A joint inspection on July 7, 2026, found the site deserted, with no evidence of construction in progress, according to the report. DTCP cited ₹6.62 crore in outstanding external development charges and interest as of July 15, 2026.
What the directive requires
DTCP issued an 11-point directive covering the project’s land and assets, construction status, financial liabilities, ownership records and amounts collected from allottees. The senior town planner was designated nodal officer for proceedings under Rule 19 of the Haryana Development and Regulation of Urban Areas Rules, 1976. District and revenue authorities were asked to help demarcate the land and facilitate the takeover.
Officials are to assess completed and pending development works, prepare an audited statement of receipts and expenditure, and compile the names of allottees and the amounts collected from them. The review also covers third-party rights, claims by collaborators and landowners, loans, mortgages and share pledges. Revenue and registration authorities, banks and financial institutions were asked to provide information.
Officials working with police and the district administration were directed to inspect the site, prepare an inventory and prevent machinery, plants, materials or fixtures from being removed or sold. They were also asked to verify allegations that assets had already been removed.
Restrictions and information for buyers
A DTCP communication dated September 2, 2026, directed officials to prevent sale or lease transactions and the creation of third-party rights. It asked the Badshahpur sub-registrar not to register sale or lease deeds involving the land without prior DTCP permission. The communication also directed that the licence cancellation be recorded in revenue records and that public notices be placed at the site and published in newspapers.
Buyers were asked to submit purchase details and payment receipts to the senior town planner within 15 days of publication of the public notice. Claimants are to provide particulars and supporting documents for further proceedings. The communication also directed allottees not to make further payments to the coloniser.
These measures are intended to preserve the land and project assets while authorities establish the legal and financial position. They do not by themselves settle individual buyer claims or guarantee completion.
What buyers can and cannot infer
The RERA certificate describes a 5.10-acre project and lists 739 residential units and 49 commercial units. It records total registered floor area of 46,511.3 square metres and states that the certificate was valid through September 2, 2024. The certificate names Sh. Ratan Lal and others as licence holders/promoter and Ocean Seven Buildtech Pvt. Ltd. as collaborator/promoter.
Haryana RERA records include an individual allottee complaint from 2024 that cited a sale price of ₹23,33,420 and payments of ₹8,83,785. Those figures relate to that complainant, not all project buyers. In another individual case, a 2024 RERA record directed a refund with interest at 11.10% per annum; that order is not a finding about every allottee.
Hindustan Times reported that the takeover raised hopes among buyers who had waited for homes, while questions remained about how the process would work and whether the project could eventually be handed over. Securing the site is not the same as completing the development: authorities still need to establish construction progress, funds collected and spent, liabilities and resources available for completion.
Next steps
As of October 19, 2026, the stated next steps are to inspect and secure the site, inventory assets, assess construction and finances, and verify ownership, claims and third-party interests. Claimants are to submit supporting documents. Buyers were asked to provide purchase details and receipts within 15 days of publication of the public notice.
No date for completing the takeover, selecting a new developer or restarting construction was announced in the reports. The takeover process may clarify the project’s position, but the available directions do not establish whether or when it will be revived.
