Adviser procurement is the first step

DUSIB issued requests for proposals on October 15 for transaction advisers to examine the feasibility of in-situ rehabilitation at the three clusters, help secure approvals and support the process of selecting developers. The consultancy is expected to take 16 weeks.

The work is intended to test each location’s land values, infrastructure, connectivity, prevailing property prices and development potential. It will also consider planning provisions, building bye-laws, land-use restrictions and permissible floor area ratio. The adviser is expected to prepare conceptual layouts and preliminary cost estimates and recommend a residential-commercial mix, financial models, projected cash flows and revenue-sharing arrangements.

Applicants are required to be transaction advisers empanelled in Panel A by the Union finance ministry’s Department of Economic Affairs. The reported tender criteria also require a legal entity at least 10 years old with a Delhi-NCR office. Proposals are weighted 80% on technical criteria and 20% on financial criteria; firms must score at least 70 out of 100 technically to proceed to financial evaluation.

4,870 jhuggis across three locations

The reported rehabilitation plan covers 1,997 jhuggis in Sultanpuri, 1,630 in Lajpat Nagar and 1,243 in Seelampur. Separate adviser tenders are being issued for the locations, with Seelampur first in the bidding sequence.

Under the proposed Delhi Slum and Jhuggi Jhopri Rehabilitation and Relocation Policy, 2026, eligible residents are to receive 25-square-metre flats with civic amenities. The reported policy elements include an eligibility cut-off date of January 1, 2025. As of October 19, 2026, the policy was reported as expected to be notified soon.

What the PPP proposal could mean

The proposed model would pair rehabilitation housing at the existing locations with development rights over commercially valuable portions of the land for private developers. The stated aims include improving living conditions, providing formal housing to eligible residents and making productive use of the land.

For the property market, the immediate development is an assessment and procurement process, not a confirmed launch or sale opportunity. The adviser’s findings are intended to inform feasibility, preliminary planning, approvals and the eventual developer-selection process. No private developer has been selected as of October 19, 2026.

Tender dates and next steps

The government e-tender portal lists pre-bid meetings for October 23, 2026: 11:00 a.m. for Seelampur and 12:00 p.m. for Sultanpuri. Both tenders list a bid-submission deadline of November 9 at 3:00 p.m. and bid opening at 3:30 p.m.

After adviser selection, the consultancy is expected to assess feasibility, prepare conceptual layouts and preliminary estimates, support approvals and help structure developer selection. As of October 19, 2026, no construction start or possession dates have been announced.
