What happened

On 28 October 2026, during a two-day visit to Gujarat by Haryana Chief Minister Nayab Singh Saini, the state presented the Global City township in Gurugram to Gujarat's industrial community at an investors' event in Gandhinagar, called the Haryana Investment Roadshow.

The township was pitched as a major investment destination and a future central business district for North India. Dr Amit Kumar Agrawal, Commissioner and Secretary, Industries and Commerce Department, Haryana, described Global City as 'the city of the future' and as central to the state's outreach programme in Gujarat. Industries and Commerce Minister Rao Narbir Singh also attended.

Saini met Gujarat Chief Minister Bhupendra Patel in Gandhinagar and invited him to a business summit in Haryana in April 2027.

Who has shown interest

Reports name five companies as interested in the township: DLF, M3M, Godrej Properties, Sobha and Signature Global. Sobha is named only as a company that has shown interest. No land purchase, plot award or launch by Sobha inside Global City has been reported.

Haryana said the visit secured investment proposals worth more than Rs 50,000 crore across defence, real estate, oil and gas, semiconductors, agriculture and food processing. The reports do not say how much of that total relates to real estate or to Global City.

Development model and scope

HSIIDC is building the trunk infrastructure and will auction plots to private developers. The township is described by officials as a 'city within a city' built on live-work-play and walk-to-work principles. Proposed features include a floor area ratio of 3.0, green-rated infrastructure, more than 50,000 trees, and a connection to Indira Gandhi International Airport within 30 minutes.

The first-phase infrastructure scope covers roads, stormwater drainage, sewerage, a utility corridor, power infrastructure and a 350-million-litre water reservoir. The reservoir is planned over 18 acres and would give a seven-day backup water supply. A 10.7 km utility tunnel is also planned.

Plots in the township are large mixed-use parcels, with reported sizes from 4.84 acres to 86 acres, intended for institutional developers rather than individual homebuyers.

Plot auctions and approvals

On 10 July 2026, the Punjab and Haryana High Court quashed a pending public interest petition, clearing HSIIDC to proceed with e-auctions for commercial and residential plots inside the township. An in-principle floor area ratio approval of 300 was reported on the same date. Auction dates have not been announced.

Reports from June 2026 say HSIIDC has earmarked a 6.7-acre plot for a mixed-use tower of 620 to 700 metres, which would rank as India's tallest building if built. This is a proposal and has not been approved.

On 13 August 2026, Saini chaired a review of the state's Pragati Portal and directed officers to prepare a special action plan to finish basic infrastructure, power and water supply at Global City.

What it means for buyers and investors

Plots in Global City are allotted through HSIIDC's e-auction process, not through private resale. Individual buyers would reach the township through homes or offices built by RERA-registered developers who acquire land through these auctions.

The township itself is a government project, not a single RERA-registered residential project. Any individual development launched inside its sectors needs its own registration, which can be checked on the Haryana RERA portal. No booking, sale or agreement is permitted before RERA registration.

Officials say HSIIDC will operate and maintain Global City at no additional cost to allottees until 31 December 2033. Haryana is also showcasing incentives under its Make in Haryana Industrial Policy 2026, including capital subsidies and net State GST reimbursement, and says incentive disbursement will be completed within 45 days.

Saini urged Gujarat businesses to plan expansion in Haryana over the next two to five years. Gujarat-based investors are the stated target of this outreach.

Location and connectivity

The township has direct access from the eight-lane Dwarka Expressway and Pataudi Road, and is close to NH 48 (Delhi-Jaipur Highway) and the Central Peripheral Road. A planned grade-separated interchange with an underground link would connect Global City directly to the Dwarka Expressway. A new arterial road near Narsinghpur would link it to NH 48.

Sobha's two Gurugram projects, SOBHA Altus in Sector 106 and Sobha City in Sector 108, lie on the same Dwarka Expressway corridor but are not inside Global City.

What comes next

Remaining first-phase infrastructure work is expected to finish by December 2026. HSIIDC has indicated that plot handovers to allottees could begin around that window. Handover marks the start of private construction, not possession of homes.

Once a developer is appointed, which is expected by late 2026 or early 2027, detailed architectural designs will be prepared and submitted for regulatory approvals.

Saini has invited businesspeople to the proposed Happening Haryana Global Investors Summit in the first week of April 2027. The state government has also started steps to set up a Haryana Bhavan in Gujarat, with no date reported.

Frequently asked questions

Can an individual buy a plot in Global City directly from HSIIDC?

Global City plots are sold through HSIIDC e-auctions to developers. The large parcels are sized for institutional developers, so individual buyers would normally buy a home or office from a RERA-registered developer who has acquired land in an auction.

Is Sobha building inside Global City?

Sobha has been named among companies that have shown interest in the township. No land purchase, plot award or project launch by Sobha inside Global City has been reported. Sobha's Gurugram projects, SOBHA Altus and Sobha City, are in Sectors 106 and 108, outside the township.

Are homes in Global City ready to move into?

No. The township's infrastructure is still under construction, with the first phase targeted for completion in December 2026. No residential or commercial tower inside the township has been reported as built or occupied.

What should a buyer check before booking a project in Global City?

Check that the specific developer's project is registered on the Haryana RERA portal. Under RERA rules, no booking, sale or agreement can be made before registration.

What did Haryana say the project will deliver?

The state said the project could reach total investment of over Rs 1 lakh crore, with benefits for about 16 lakh people and about 5 lakh jobs. It also cited a 350-million-litre water reservoir, a 10.7 km utility tunnel and a planned connection to Indira Gandhi International Airport within 30 minutes.
