What the authority ordered
Haryana RERA has directed Ocean Seven Buildtech to pay delayed-possession interest to 12 allottees of its Expressway Towers project in Sector 109, Gurugram. The order addresses prolonged delays in completing the housing project and handing over flats to buyers.
The authority said the action reinforces developers' responsibility to compensate homebuyers when possession is delayed beyond the applicable timelines.
The order is one of several RERA decisions on this project. Earlier orders, reported by LiveLaw in August 2024 and May 2025, covered other allottees of the same project and directed the developer to pay interest on delayed possession.
Project and timeline
Expressway Towers is an affordable group housing colony on about 7.5 acres in village Baburpur, Sector 109, along the Dwarka Expressway in Gurugram. The project is registered under RERA with ID 301 OF 2017.
The Department of Town and Country Planning granted the project licence (Licence No. 6 of 2016) on 16 June 2016. Building plans were approved on 26 September 2016. Allotment letters were issued in May 2017, and a builder-buyer agreement was signed in 2018 under the Affordable Housing Scheme, with a promised possession date of 30 May 2022.
As of early 2025, reporting put construction at roughly 60 to 65 per cent complete, with about 90 per cent of payments collected from around 1,100 families.
Licence cancellation
The Haryana Town and Country Planning Department cancelled the project licence by an order dated 7 August 2026, under Section 8 of the Haryana Development and Regulation of Urban Areas Act, 1975. Reporting on the cancellation said the licence had not been validly renewed after it lapsed on 15 June 2021.
The Tribune reported that, following the cancellation, the land and building are deemed to vest with the Government.
Enforcement case against the promoter
The Enforcement Directorate arrested Swaraj Singh Yadav, the managing director of Ocean Seven Buildtech, on 13 November 2025 in a money laundering case linked to homebuyer funds collected under the Pradhan Mantri Awas Yojana (PMAY). The ED has alleged diversion of about ₹222 crore collected from homebuyers.
On 14 October 2026, the ED provisionally attached assets worth ₹136.42 crore belonging to the company, its promoter and his wife. The attachment covers land parcels at Bilonchi and Kotputli-Behror, a residential plot in Sector 102 in Gurugram, and ₹69.06 lakh held in five bank accounts.
What it means for buyers and the market
For the 12 allottees named in this order, the ruling sets a route to interest on delayed possession. Other buyers in the project have pursued their own complaints before the authority.
With the licence cancelled, reports say buyers are looking at whether the project can be taken forward by another developer under the applicable rules. No developer has been named for that step in the reports reviewed.
Buyers in the project should check the order text and the authority's records for the amount payable and the timelines that apply to their own complaints.
What happens next
The order is subject to compliance by the developer. Further steps on the licence, the land and the enforcement case will be set by the Town and Country Planning Department and the Enforcement Directorate. Attachment proceedings under the Prevention of Money Laundering Act continue.
