Bihar Secures ₹1 Lakh Crore HUDCO Financing for 12 Greenfield Satellite Townships, Including Dehri-Sasaram Site

What Was Announced

In April 2026, CM Samrat Choudhary announced that Bihar would create 12 greenfield satellite townships across the state. The Bihar government signed a Memorandum of Understanding (MoU) with HUDCO in July 2026, with HUDCO providing long-term financing of INR 1 lakh crore to support the initiative.

The townships are planned around Patna, Gayaji, Darbhanga, Bhagalpur, Muzaffarpur, Saharsa, Rohtas and Purnea, with satellite township locations identified near Patna, Muzaffarpur, Chhapra, Sonpur, Sitamarhi, Bhagalpur, Darbhanga, Munger, Saharsa, Purnia, Gaya and Dehri (Rohtas).

Who Decided and When

Chief Minister Samrat Choudhary announced the 12-township plan in April 2026 and termed the HUDCO financing agreement a milestone in Bihar's urban development. The Bihar government signed the MoU with HUDCO on July 3, 2026, in the presence of Chief Minister Samrat Choudhary, for long-term financing of ₹1 lakh crore to develop 12 greenfield townships across the state in one of the biggest urban infrastructure projects in its history.

The Numbers

The pact with HUDCO for long-term financing of Rs 1 lakh crore paves the way for the development of 12 greenfield satellite townships in Bihar. Term loans of up to ₹1 trillion are to be provided over the next five years for urban infrastructure projects in the state. The proposed financing is equivalent to about $10.5 billion at current exchange rates.

The townships will be developed over an area of more than three lakh acres. The financing package includes flexible terms and conditions, including a moratorium period and a repayment tenure of up to 25 years.

Infrastructure and Amenities

These townships would be modern settlements, meticulously planned to meet future urban requirements, and would provide quality housing and civic services including a water supply and sewerage network, roads, power, green spaces, educational and healthcare institutions, as well as commercial and social infrastructure.

Land Acquisition and Farmer Participation

Farmers will be made stakeholders in the project through the land-pooling model. Those applying for compensation will receive payment within 30 days. The government will return 55 per cent of land to the landowners/farmers after developing them, and will not render any farmer, whose land will come under township development, landless in the process.

Implementation Timeline and What's Next

The greenfield sites have been divided into two groups. The first group comprises Patna, Sonepur, Gaya, Darbhanga, Purnea, Saharsa, and Munger, slated for development in phase one. The second group, to be developed subsequently, comprises Sitamarhi, Chapra, Muzaffarpur, and Bhagalpur. The state Urban Development and Housing Department has announced that the zonal and master plans for the seven cities in the first group would be notified by 31 March 2027, and similar plans for the second group would be notified by 30 June 2027.

HUDCO intends to extend funding for a range of urban infrastructure projects, including land acquisition. The MoU states that the funding framework has been created to facilitate the planning, development and financing of proposed greenfield satellite cities in Bihar in a time-bound manner, in accordance with the state government's rules and regulations.

Economic Rationale

The initiative is intended to give fresh momentum to Bihar's economic growth by attracting large-scale private and institutional investments, boosting construction activities. Through these state-of-the-art townships planned near the state's major cities, the government aims to reduce the pressure of the growing urban population.
