The proposed Sasaram New Township (also called Sasaram Satellite Township) is one of the greenfield satellite townships Bihar approved around Rohtas district's headquarters town; as of July 2026 it remains at the land-pooling and planning-framework stage, with no hectare-by-hectare master plan, phase schedule or population target yet published specifically for Sasaram.

Where the project stands (as of July 2026)
In its first major urban-policy move, the newly sworn-in Nitish Kumar government approved an ambitious plan to reshape Bihar's urban landscape, with the cabinet granting in-principle approval for the development of satellite and greenfield townships in 11 major cities and nine divisional headquarters in late November 2025. This was followed in April 2026 by a formal approval step: the development of 11 proposed satellite townships in Bihar will be carried out through land-pooling under a Town Planning Scheme, and the state government approved the development of 11 greenfield satellite townships while imposing a moratorium on land sale, transfer, development and construction in the identified zones. Rohtas (the district whose headquarters is Sasaram) is named among the locations covered by the programme.
In July 2026 the state took a financing step: the Bihar government and the Housing and Urban Development Corporation Ltd (HUDCO) signed a Memorandum of Understanding to develop 12 greenfield satellite townships, with the pact signed between the Urban Development and Housing Department Principal Secretary and the HUDCO Chairman and MD. The pact with HUDCO for long-term financing of Rs 1 lakh crore was described as paving the way for development of 12 greenfield satellite townships, including planned hubs around Patna, Gayaji, Darbhanga, Bhagalpur, Muzaffarpur, Saharsa, Rohtas and Purnea. No Sasaram-specific master plan document — with confirmed total area, land-use zoning, phase-wise hectares, or population/employment targets — has been located as of this writing.
A land-pooling scheme, not (yet) a conventional zoning master plan
Unlike a classic town master plan with a fixed planning horizon and zoning map, Bihar's satellite townships (Sasaram included) are being planned through a legal land-assembly tool. The Town Planning Scheme under the Bihar Urban Planning and Development (BUPD) Act, 2012, is a statutory land-pooling tool used to transform irregular, undeveloped land into planned urban layouts without compulsory land acquisition. Officials have said the government is holding consultations with World Bank experts to ensure planned development of the townships. This means detailed land-use maps, phase boundaries and target years are expected to emerge only after the TPS process (surveys, draft scheme, objections, final scheme) is completed for each township — a step that has not been finalised for Sasaram as of July 2026.
Area: notified zone vs. confirmed built footprint
No official, Sasaram-specific total planned area figure (in hectares or acres) has been published. General reporting on the programme notes that each township may begin with a core area of approximately 800 to 1,200 acres, but this is described as an initial estimate across the wider 11-township programme, not a confirmed figure for Sasaram. Analysts covering the policy caution that a large notified area does not mean the entire township will be constructed immediately, since planning, surveys, land pooling, objections, infrastructure tendering and phased development can take years. Until Rohtas's own TPS draft is published, there is no reliable way to state a total-planned-area-versus-built-by-target-year split for Sasaram.
Land-pooling allocation split (programme-wide framework)
The one land-related percentage breakdown that officials have put on record applies to the land-pooling model used across all the approved townships, Sasaram/Rohtas included, rather than to a finished Sasaram-specific zoning plan:
The government will return 55 per cent of the developed land to farmers, while about 22 per cent of the land will be earmarked for connectivity, 5 per cent for green spaces and public utilities, 3 per cent for economically weaker sections, and 15 per cent for infrastructure, including STP, water plants and electric grids. This is a state-wide allocation formula for how pooled land will be split once a Town Planning Scheme is finalised in each township — it is not a confirmed, Sasaram-only land-use table.
Moratorium on land dealings
Alongside the approval, the state froze certain land transactions in the identified zones. The state had earlier imposed a temporary freeze on land sales, transfers, development and construction in identified zones while preparing master plans for the new urban centres. This freeze has since been partially relaxed through specific channels for land transfer. For some other notified cities, reporting states the moratorium will remain effective until March 2027; a Sasaram/Rohtas-specific moratorium end-date was not found in available sources, so it should not be assumed to match other cities' timelines.
Financing
The chief minister said the agreement would prove to be a milestone in Bihar's urban development, adding that the initiative would give fresh momentum to Bihar's economic growth by attracting large-scale private and institutional investments, boosting construction activities, and creating lakhs of direct and indirect employment opportunities. However, this is a state-wide jobs and investment ambition for all 12 townships together — no Sasaram-specific employment or population target has been published.
What has not been published yet
- A confirmed total planned area (hectares/acres) for the Sasaram greenfield township specifically.
- A phase-wise development schedule with hectares and target years for Sasaram.
- Population and employment targets specific to the Sasaram township.
- A named master-plan consultant or planning firm engaged for Sasaram.
- A finalised, Sasaram-specific land-use zoning map (residential/commercial/industrial split).
Until the Town Planning Scheme process is completed for Rohtas and a draft/final scheme is notified, these figures should be treated as unavailable rather than assumed from other townships' numbers.
Don't confuse this with the existing Sasaram city Master Plan
Sasaram town also has a separate, older statutory planning track unrelated to the new greenfield satellite township announcement. The Rohtas district administration has invited suggestions and objections from stakeholders and common people on the proposed preparation of Master Plan of Sasaram through its own notice process. There is also an older City Development Plan for Sasaram (2010–30), a JNNURM-era planning document for the existing municipal area covering water supply, sewerage and drainage — this is distinct from the 2025–26 greenfield satellite township initiative and should not be treated as the same document.
