What Was Announced
The state government is building NAINA, a planned EduCity with global universities, a MediCity, and an international corporate park. An EduCity is being developed in Mumbai 3.0, where eight leading foreign universities will establish campuses with a combined intake capacity of one lakh.
These three facilities are positioned as engines of knowledge-based economic growth. CIDCO envisions a cluster of specialised zones around the airport, including an Aerocity, EduCity, MediCity and an International Corporate Park. A massive Rs 12,26,871 crore ($147 billion) has been earmarked for infrastructure and development projects across the MMR and its decentralised growth centres. What Changes Next

This includes the main arterial road connecting NAINA to Panvel, utilities trenching, and initial water/power infrastructure. This phase takes 18–24 months for core completion.
The first residential and commercial plots from NAINA should be ready for possession starting 2027-28, with full-scale development ramping up through 2030. CIDCO finalized ₹6,000+ crore in infrastructure tenders—first time in twelve years—for roads, drainage, electricity, and water across NAINA villages.
Policy enablers are already in place. The policy reset (NAINA betterment charge from 50% → 0.05%) is real, reducing land acquisition friction. MMRDA invited 124 villages to submit consent online from April 27, 2026. Drone and LiDAR surveys are ongoing.
