Tumakuru Industrial Township: The Foundation-Stone Decision of 6 February 2023

What Was Decided, and by Whom

The event on the ground was a foundation-stone laying ceremony, not a fresh regulatory approval — the underlying financial and administrative decision had already been taken two years earlier. The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister, approved proposals of the Department of Promotion of Industry & Internal Trade (DPIIT) for construction of trunk infrastructure components, for Tumakuru Industrial Area in Karnataka with an estimated cost of Rs. 1,701.81 crore, on 30 December 2020. The project for the Tumakuru node was approved by government of India on 30 December 2020.

On 6 February 2023, Prime Minister Narendra Modi laid the groundwork for the first industrial corridor project in south India, which would be built near Tumakuru, at the same event where he dedicated the HAL Helicopter Factory to the nation and laid foundation stones for two Jal Jeevan Mission water projects in Tumakuru district. Karnataka Chief Minister Basavaraj S. Bommai, Union Defence Minister Rajnath Singh, and Union MoS A. Narayanaswamy were among the officials present.

The Development Authority Structure

Unlike a single municipal notification, this project is run through a joint Centre–State special purpose vehicle. The Government of India, through the National Industrial Corridor Development and Implementation Trust (NICDIT), and the Government of Karnataka, through the Karnataka Industrial Area Development Board (KIADB), have taken up the development of the Industrial Township at Vasanthanarsapura, spread across 8500 acres in three phases in Tumakuru district through the project Special Purpose Vehicle (SPV).

The SPV itself — CBIC Tumakuru Industrial Township Limited (CBIC-TITL) — was set up earlier through a formal agreement-signing between the two governments. The government has approved the KIADB to sign the agreement on its behalf. The government of India will be represented by the National Industrial Corridor Development and Implementation Trust (NICDIT). KIADB and CEO, NICDIT signed the SHA and SSA today, and we will begin work right away. Karnataka's Principal Secretary for Industries and Commerce said the CBIC will be the engine of growth in Karnataka and other southern states. Funding is split on a defined formula: as per the regulations, the state government will contribute 50% of the investment in the form of land, and central government will match the contribution in the form of a grant to develop infrastructure, up to a maximum of Rs. 3000 crore.

Area, Boundaries and Phasing

The node sits at Vasanthanarasapura. The Tumakuru Node covers 15 villages, encompassing an overall area of 8,484 acres. A wider land pool was originally identified for eventual expansion: the government has identified a total of 9629 acres of land in Vasanthanarasapura, Tumakuru which will be used for development of the node.

Development is split into three phases with distinct acreages, as listed by Invest Karnataka: Chennai Bengaluru Industrial Corridor-Tumakuru Industrial Township Limited (CBIC-TITL) Phase-A - 1736.20 Acres (Under development), Phase-B - 2587.00 Acres (Undeveloped), Phase-C- 3990.00 Acres (Undeveloped). NICDC's own project page rounds Phase-A to a slightly smaller activation footprint: Tumakuru Industrial Township, part of Chennai Bengaluru Industrial Corridor (CBIC), spans 8,484 acres and is being developed in three phases, with Phase-A covering 1,722 acres. Land acquisition for the priority area had progressed by the time of the 2023 ceremony: adequate compensation has already been paid for owners of up to 1722 acres of such land, and land has been acquired.

Cost, Investment Targets and Employment Estimates

The 2020 CCEA decision fixed the trunk-infrastructure cost; later official statements added investment and jobs projections for Phase-A. The Phase-A of the project is expected to generate employment opportunities for approximately 88,000 people and attract investment of around Rs 7,000 crore over a period of 5-6 years. The original Cabinet note used a slightly different jobs figure: for Tumakuru node, employment of about 88,500 persons is estimated, out of which 17,700 persons will be from service industries such as retail, offices and other commercial opportunities in the initial development phase.

Looking at the full 8,484–9,629 acre node rather than just Phase-A, Karnataka officials have cited much larger long-run numbers: the proposed investment of Tumakuru Node will be around Rs 50,000 crore with an employment potential of 2,20,000 persons.

Site and Connectivity Basis for the Decision

The PIB release framing the foundation stone cited multi-modal connectivity as the reason for the site's selection under the PM-GatiShakti approach: the upcoming industrial township will have world class infrastructure with Mumbai-Chennai National Highway 48 adjoining the site, Bengaluru International Airport located at a distance of approx.115 km, Tumakuru Railway Station situated at a distance of 25 km and Mangaluru Port at a distance of 300 km and very well connected to the site through NH. The project will be a mixed-use development comprising of land uses like industrial, institutional, residential, commercial, green spaces etc.

Where the Project Stood at Later Reviews

Construction contracts followed the foundation-stone event. In December 2022, ahead of the ceremony, L&T Construction reported a prestigious order from the Tumakuru Industrial Township (TITL) under the Chennai Bengaluru Industrial Corridor (CBIC)... to Design, Construct, Test, Commission, Operate & Maintain infrastructure works at the Tumakuru Node, Karnataka on an EPC basis, covering a total area of 1750 acres... [including] green cover development of 80 acres at Tumakuru.

Later government answers in Parliament confirmed physical land transfer to the SPV: PMC has been appointed by Project SPV. 1,668 acres of land has been transferred to Project SPV, with master planning and preliminary engineering activities for nodes at Krishnapatnam (Andhra Pradesh) and Tumakuru (Karnataka) completed. By late 2025/2026, plot allotment activity was underway, with NICDC noting that CBIC Tumakuru Industrial Township Ltd. has invited applications for allotment of industrial plots in Phase–A, Vasanthanarasapura (Tumakuru District).

Within the same Vasanthanarasapura location, two smaller dedicated parks already function alongside the main township. The existing Japanese park is fully allotted: it builds on the success of the existing 160-acre Japan Industrial Township at the same location, which is now fully occupied by 107 companies including global original-equipment manufacturers. A second, larger Japan-only park was announced in late 2025: Karnataka is advancing its industrial strategy with the launch of a 300-acre Japan-specific industrial park in Vasanthanarasapura, Tumakuru... announced during the third edition of the India-Japan Business Summit. Separately, TMTP has been developed in an extent of 530 acres of land as a self contained gated community [and] will have about 158 plots of various dimensions for the machine-tool manufacturing chain.

Practical Effect

For investors, the 6 February 2023 event confirmed that Phase-A land at Vasanthanarasapura — the roughly 1,722–1,736 acre priority area — had moved from planning/land-acquisition into active construction and, subsequently, plot-allotment stage under CBIC-TITL, governed by KIADB allotment norms and NICDIT's central funding support. Karnataka government will look to implement the scheme via its nodal agency the Karnataka Industrial Areas Development Board (KIADB). This will ensure that the Tumakuru node will be fully integrated into and be governed by the regulations of the government of Karnataka. For residents of the 15 villages within the 8,484-acre boundary, it marked the point at which compensation processes for the initial land parcel had concluded and civil works — roads, drains, utilities — began in earnest, while Phase-B (2,587 acres) and Phase-C (3,990 acres) remained undeveloped and are to follow only after Phase-A's infrastructure and allotments mature.
