SEIAA Uttar Pradesh Environmental Clearance for IMC Agra: Decision Record

State Environment Impact Assessment Authority (SEIAA), Uttar Pradesh has granted Environmental Clearance on 10th March, 2025.

This clearance covers the project implemented through the AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd SPV, which the SPV was incorporated 30th January, 2025. The clearance is a statutory pre-requisite under the EIA Notification, 2006 for the project to proceed to construction, and is separate from the earlier land-availability confirmation and the State Support Agreement/Shareholder Agreement steps.

This page uses the verified 10 March 2025 date and flags the discrepancy for transparency.

Background: how the project reached this stage

• 14 July 2021: IMC at Agra in the State of U.P was included for development under AKIC in the NICDIT meeting held on 14th July, 2021.
• December 2022: State Govt. in December 2022 has confirmed the availability of 1,058 Acre land for the project.
• 8 November 2024: Shareholder Agreement (SHA) between UPSIDA, and NICDIT for IMC Agra executed on 8th November, 2024, alongside a matching State Support Agreement between the Uttar Pradesh government, UPSIDA and NICDIT.
• 30 January 2025: The joint Agra-Prayagraj SPV, AKIC Integrated Manufacturing Cluster Agra-Prayagraj Ltd, SPV was incorporated 30th January, 2025.

The project sits within the broader Amritsar-Kolkata Industrial Corridor, which spans approximately 1,839 kilometers, this corridor links Punjab to West Bengal, covering seven Indian states and is aligned with the Eastern Dedicated Freight Corridor (EDFC), which acts as the corridor's backbone.

Officials describe the site as follows: the Agra IMC will be developed across 1,058 acres in Rahan Kalan, in Agra district. The cluster is strategically located across 1,058 acres along the city's Inner Ring Road, giving it road access to Delhi NCR and the Agra-Lucknow Expressway.

On distances, the project is strategically located just 25 km from the EDFC, 205 km from Delhi NCR, and 334 km from Lucknow, and separate reporting notes it is expected to benefit from the forthcoming Jewar Airport, which is 140 km away via the Yamuna Expressway.

Project metrics published by NICDC for IMC Agra list a Project Cost of ₹1,812 crore, an Investment Potential of ₹3,447 crore, and an Employment Potential of 69,516 jobs, based on a Project Area of 1,058 acres. As of late 2024 reporting, officials indicated that the land acquisition process is complete.

Practical effect: what the clearance does and does not unlock

The Environmental Clearance is one of the gating approvals a project needs before construction contracts can be tendered and works can begin on site. For IMC Agra specifically, however, the most recent NICDC/DPIIT progress reports (as of November 2025) show that on-the-ground works remain conditional on a separate approval: Approval for tree felling permission for Taj Trapezium Zone (TTZ) in Hon'ble Supreme Court underway, and EPC tender to be issued once TTZ issue is resolved.

The Taj Trapezium Zone is an eco-sensitive area of 10,400 sq km, spreads across Agra, Firozabad, Mathura, Hathras, and Etah districts in UP and Bharatpur district in Rajasthan to protect the world heritage Taj Mahal from environmental pollution. In parallel Supreme Court proceedings on TTZ tree felling generally, on 5th March 2025, the Supreme Court directed the Taj Trapezium Zone (TTZ) Authority to appoint the Forest Research Institute (FRI) to conduct a tree census in the zone, underlining that tree-felling clearances in this zone are handled separately from — and in addition to — the SEIAA environmental clearance process.

In practical terms for investors: the SEIAA clearance is a necessary and completed step, but as of November 2025 it had not by itself triggered EPC (engineering, procurement and construction) tendering for IMC Agra's trunk infrastructure, because of this outstanding TTZ condition.
