UPSIDA Launches Integrated Manufacturing Cluster in Agra with Smart Infrastructure

What was announced

UPSIDA launched the Integrated Manufacturing Cluster (IMC) in Agra as part of an UP government initiative to transform Agra into a significant industrial hub, leveraging its strategic location and modern infrastructure. The UPSIDA CEO described IMC Agra as more than just a cluster, but rather a symbol of modern industrial infrastructure.

The launch was formally announced in September 2024, following Cabinet Committee approval on Economic Affairs on 28 August 2024 of 12 new project proposals under the National Industrial Corridor Development Programme with estimated investment of ₹28,602 crore.

Who decided and governs

The Amritsar-Kolkata Industrial Corridor (AKIC) initiative advanced with signing of the State Support Agreement (SSA) and Shareholder Agreement (SHA) between NICDC, Government of Uttar Pradesh, and UPSIDA. The agreements were signed by Rajat Kumar Saini, CEO & MD, NICDC, and Mayur Maheshwari, CEO, UPSIDA.

UPSIDA provides land and resources, while NICDC supports through funding and technical expertise; the SPV (Integrated Manufacturing Cluster Agra Prayagraj Limited) with equal participation from both governments ensures timely implementation.

Location and connectivity

The Agra IMC is developed across 1,058 acres in Rahan Kalan, positioned within Agra's existing industrial framework. The site is strategically located 25 km from EDFC, 205 km from Delhi NCR, and 334 km from Lucknow.

Multimodal access is critical: The site is 22 km from New Tundla Station, ideally positioned for the Eastern Dedicated Freight Corridor (EDFC) rail freight connectivity. The upcoming Jewar International Airport will be 140 km away via Agra-Greater Noida Yamuna Expressway. National Waterway-110 (NW-110) is in proximity, with cargo terminal at Samogar Mustakil only 1 km away, offering viable alternative for cargo and strengthening logistics by linking to rail network.

Smart infrastructure features

The project features smart bus stops equipped with a citizen mobile application, digital signage, solar panels, and Wi-Fi spots for integrated utility management. It boasts a robust ICT and SCADA system, supported by a fiber optic network, UPS, and diesel generator backup.

An Integrated Command and Control Center (ICCC) with an ambient air quality monitor has been installed, aligning with environmental compliance within the protected Taj Trapezium Zone.

Sector focus and investment

Agra IMC is envisioned as a hub for leather products, food processing and beverages, pharmaceuticals, medical devices, engineering, and electronics system design and manufacturing.

The cluster aims to attract over ₹3,400 crore in investments. The IMCs will house manufacturing units alongside facilities for R&D, technological innovation, and skill development, with incubation centres supporting traditional industries and fostering entrepreneurship.

Timeline and next steps

A dedicated project implementation team will oversee development with a target completion date of 36 months. Both sites will be equipped with cutting-edge infrastructure, including roads, water and power supply, ICT services, and green spaces.

As of October 2025, NICDC CEO Rajat Kumar Saini reported that contracts for four industrial parks have already been awarded and EPC contractors appointed, with construction beginning on eight parks by 30 November and on 11 by 31 December.

The projects in Agra and Prayagraj together are expected to generate over 87,000 jobs.

Environmental compliance

The IMC focuses on promoting non-polluting industries, capitalizing on Agra's heritage in leather, footwear, and agro-based products, and is expected to boost economic development while fostering collaboration among established industries.

According to UPSIDA CEO Mayur Maheshwari, Agra's dedication to environmental protection, particularly within the Taj Trapezium Zone, positions it as an ideal site for eco-friendly industrial activities. The Taj Trapezium Zone is a designated area of 10,400 sq km around the Taj Mahal to protect the monument from environmental pollution.
