Uttar Pradesh Announces Nine-Zone Hub-and-Spoke Employment and Industrial Network Under SVPEIZ

What Was Announced

The Uttar Pradesh government plans to develop nine mega industrial zones to integrate skill development, employment, industry, and entrepreneurship. Each zone will be developed around a hub-and-spoke model, aligning with its industrial strengths, available resources, and investment potential.

In the first phase, the government will establish 16 SVPEIZ centres across the state, with five centres under the MSME Department, five by UPSIDA, two by UPEIDA, two by YEIDA, and one each by the Greater Noida Authority and the Gorakhpur Industrial Development Authority.

Nine Regional Zones Defined

The nine hub-and-spoke zones are: Gautam Buddh Nagar; Ghaziabad, Hapur, Meerut, Baghpat and Bulandshahr; Moradabad and Bareilly divisions; Agra and Aligarh divisions; Lucknow and Ayodhya divisions; Kanpur and Prayagraj divisions; Chitrakoot, Jhansi and Vindhyachal divisions; Varanasi and Azamgarh divisions; and Gorakhpur, Basti and Devipatan divisions. Each zone will focus on its local industrial strength, available resources and investment potential.

Why This Initiative Was Launched

The state has witnessed unprecedented growth in investment and industrial activity since 2017, and with rapid expansion of industrial infrastructure, increasing domestic and global investment, and evolving technological requirements, the demand for skilled workforce is expected to rise in the future. The concept of the Sardar Vallabhbhai Patel Industrial and Employment Zone was prepared keeping in view the requirement of a large number of skilled human resources across various sectors, with its objective to train youth in accordance with industry demand and provide them with better opportunities for employment and self-employment.

Hub-and-Spoke Model Structure

An Excellence Centre (Hub) and associated Regional Skill Development Centres (Spokes) will be developed in each zone, with advanced technical training, research, innovation, trainer training, placement and career services operated at the hub level, while training programmes tailored to regional requirements will be conducted through the spoke centres.

A Special Purpose Vehicle (SPV) will be constituted for each hub. To ensure industry participation, a leading investor will serve as the SPV's chairman.

Integrated Facilities at Each Centre

Zones will house industrial units, training centres, employment offices, One District One Product (ODOP) display zones, banking facilities, and service centres at one location. Under the plug-and-play model, entrepreneurs will have access to industrial spaces equipped with power, water and road connectivity, enabling them to commence production in the shortest possible time, which will accelerate industrial investment while generating large-scale employment opportunities for local youth.

Development Strategy and Timeline

Construction will begin immediately at locations where land is available, while land acquisition and infrastructure development will continue in other areas, with skill training programmes to be launched simultaneously to ensure industries have access to a trained workforce when operations commence.

The project model was developed after studying industrial and skill development ecosystems created by the Tata Group in Gujarat and Maharashtra and adapting global best practices to Uttar Pradesh's requirements.

Agra's Role in SVPEIZ Network

Agra and Aligarh divisions form one of the nine regional hub-and-spoke zones. The separate Integrated Manufacturing Cluster (IMC) Agra, spread across 1,058 acres along Agra's Inner Ring Road just 25 km from the EDFC, is designed with state-of-the-art infrastructure and Plug-n-Play facilities and aims to attract over ₹3,400 crore in investments. This IMC Agra is a distinct NICDC initiative under the Amritsar-Kolkata Industrial Corridor, operating alongside SVPEIZ.

What Happens Next

The government said construction will begin immediately at locations where land is available, while land acquisition and infrastructure development will continue in other areas. According to MSME Principal Secretary Shashi Bhushan Lal Sushil, the initiative has been designed to address the increasing demand for skilled manpower driven by rising industrial investment and the expansion of manufacturing in the state since 2017. Implementation is coordinated across five separate state authorities to pool resources and land for the project.
