What was decided

The Prohibition, Excise and Registration Department directed all district registration offices to switch to a fully digital, paperless registration process from July 15, 2026. The Prohibition, Excise and Registration Department announced that from July 15, 2026, all land and property registrations in Bihar — including in the Patliputra Township area — will be conducted through a fully digital, paperless system. Under the new arrangement, applications, document verification, payment and the final digital copy of the deed will all be completed online, and offline documents will no longer be accepted.

Once a registration is completed, a link to the PDF copy of the deed is sent directly to the buyer's and seller's mobile phones, removing the earlier wait for a physical registry paper.

Who decided it, and when

The decision was issued departmentally rather than through a fresh cabinet order: the Prohibition, Excise and Registration Department set July 15, 2026 as the go-live date and instructed district magistrates on implementation. To staff the new system, the Bihar Stamp Rules, 2026 grant educational and other qualification relaxations to licensed document writers, trainee document writers, stamp vendors and lawyers, so that experienced people already working in registration can be brought into the digital process. Districts were also told to fast-track licensing of these service providers ahead of the switchover.

Why it matters for Patliputra Township

This is a procedural, statewide change to how registrations are filed — it applies inside the Patliputra Township zone the same way it applies everywhere else in Bihar. It is separate from, and does not reverse, the land-transaction freeze that already governs the 11 greenfield satellite township zones.

That freeze traces back further: the state cabinet had on November 25, 2025 given its nod for developing 11 satellite townships, including nine divisional headquarters towns and cities. On April 22, 2026, the cabinet, chaired by Chief Minister Samrat Choudhary, finalised the names of the 11 townships along with their core and special development zones — Patna as Patliputra, Sonepur as Hariharnathpur, Gaya as Magadh, Darbhanga as Mithila, Munger as Anga, Purnea as Purnea, Saharsa as Koshi, Chapra as Saran, Bhagalpur as Vikramshila, Muzaffarpur as Tirhut, and Sitamarhi as Sitapuram. Alongside that order, a freeze on the sale, purchase and transfer of land and on new construction was imposed, running to March 31, 2027 in seven of the townships and to June 30, 2027 in the other four.

The partial land-freeze relaxation that preceded this order

Two months before the digital-registration switch, the cabinet had already softened the freeze. On June 17, 2026, the Bihar state cabinet approved a proposal to partially relax the land transaction ban across all 11 Greenfield Satellite Township zones, including Patliputra Satellite Township, Patna. Under the resulting Bihar Raiyat Land Purchase Policy-2026, landowners in the designated area can sell their land through two regulated channels: direct sale to the Bihar State Housing Board in cases of financial emergency, or sale/lease for State Investment Promotion Board (SIPB)-approved investment projects.

Inside the Patna Sahib core zone specifically, Housing Board acquisition is allowed for urgent financial needs and SIPB-backed projects are eligible, but private sales between individuals remain restricted. General private land-to-land transactions stay frozen until the master plan is officially approved, which is targeted for March 2027. The July 15 digital-registration order sits on top of this: it changes the mechanics of filing a registration, not who is currently allowed to transact.

Related valuation and duty changes feeding into the same window

Two other notifications from the same period affect what any permitted transaction in the township zone will cost or yield. The government notified a revision of the Minimum Value Register (circle rates), effective June 19, 2026, doubling rates in urban and peripheral areas — including Patna city — and raising rural village rates within the planning zone by 60%, with an automatic 5% annual increase built in going forward. A 1% statewide increase in stamp duty also applies, with women buyers retaining a 0.4% stamp duty discount. What has not changed

No new township-specific master plan, land-pooling notification, or private real-estate project launch for Patliputra, Hariharnathpuram, Magadh, Mithila, Koshi, Vikramshila, Tirhut, Saran, Anga, Sitapuram or Purnia has been issued alongside this registration order. The temporary ban on land sale and purchase within the designated township zones remains in force until master plans are finalised and land parcels are earmarked for roads, parks, schools and other public facilities. The townships remain divided into core and special zones, with development priority given to the core zones first.
