Bihar's Second Paperless Registration Phase Goes Live: Fatuha, Sampatchak & Sonepur Offices Turn Fully Digital

What was decided

Bihar's Prohibition, Excise & Registration Department rolled out the next tranche of its paperless land-registration system on 18 July 2026. Under the Bihar Registration Rules 2026, the first phase targeted making 10 registration offices paperless, with nine more offices becoming paperless on 18 July after the Hajipur registration office went paperless. The nine offices are the district registration office at Jehanabad, and the sub-registrar offices at Patepur (Vaishali), Fatuha (Patna), Sampatchak (Patna), Sonepur (Saran), Dehri-on-Sone (Rohtas), Manjhaul (Begusarai), Babubarhi (Madhubani) and Sonwarsha (Saharsa). The same list is confirmed by a separate report, which notes after the system was implemented in Hajipur, nine more registration offices will also be made paperless on 18 July.

The rule basis and rollout timeline

The reform sits under the new Bihar Registration Rules 2026, which the state cabinet cleared to make property registration fully digital. The government is planning to make the property registration process fully digital under the new Bihar Registration Rules 2026, with the state cabinet approving these new rules to make the process completely paperless.

The statewide switch was formally set in motion from 15 July 2026. Bihar's Registration Department decided that from 15 July 2026, land and property registration across the state will become fully paperless, with the entire process — from application to document verification, payment and finally receiving a digital copy of the deed — completed online, and offline documents will not be accepted. The department has prepared for a phased rollout across all 145 registry offices of the state, with testing already completed in some districts in the first phase.

Ahead of the 15–18 July moves, Hajipur's district registration office was made paperless first. The Prohibition, Excise & Registration Department has planned to connect registration offices to the digital system in eight to ten phases, aiming to increase transparency in the registration process and save people's time.

Why it matters for the township zones

Two of the nine newly digitised offices fall directly inside greenfield satellite-township zones. Fatuha and Sampatchak are Patna-district registration offices that overlap the area identified for the Pataliputra Township — Bihar's largest proposed satellite township. The Bihar government has identified land in Patna for the proposed Pataliputra greenfield satellite township as part of a wider plan to develop 11 such urban extensions, with a notification from the Urban Development and Housing Department setting out the administrative units and revenue villages forming the township's "special zone" and "core zone," and an immediate ban on land sale, purchase and new construction in the identified zones.

Sonepur, the third overlapping office, is the designated site of the Hariharnathpuram township. The Pataliputra Township is among 11 proposed satellite townships across Bihar, including projects in Darbhanga (Mithila), Chhapra (Saran), Sonepur (Hariharnath), Bhagalpur (Vikramshila), Muzaffarpur (Tirhut), Gaya (Magadh), Purnia, Sitamarhi (Sitapuram), Munger (Anga) and Saharsa (Kosi). The Pataliputra zone itself is large in scale: one township tracker describes the government planning authority's identification of a Special Area zone of roughly 18,500 acres and a Core Area of roughly 1,400 acres near Patna city, though this figure comes from a private township-tracking site rather than an official gazette and should be treated as indicative pending a government notification.

Because land transactions inside the Pataliputra special/core zones are already frozen by administrative order, the practical effect of digitising Fatuha and Sampatchak now is felt mainly on registrations outside the frozen parcels — mutations, existing-property transfers and deals on the zone's edges — where every submission must now go through the paperless portal rather than the old file-based counter process. In Sonepur/Hariharnathpuram, where no blanket transaction ban has been reported, the digitisation applies to ordinary land and flat registrations town-wide.

How the new paperless process works

• Applicants must upload all required documents — sale agreement, identity proof, Aadhaar, PAN, land records and so on — onto the online portal, with document checks done digitally; Aadhaar-based biometric verification, e-sign and digital authentication are mandatory.
• There is no need to carry old-style paper documents to the registration office.
• After the transaction is complete, applicants will not need to visit the office again for a hard copy of the deed — the department will send a PDF link of the registered deed directly to the applicant's mobile number, which can be downloaded and kept safely whenever needed.
• Once documents are submitted online, applicants can choose a date and time convenient for them for final registration, and this online facility is available round the clock.

What comes next

The department has framed this as a staged, not one-shot, transition. The overall goal under the Bihar Registration Rules 2026 was to make 10 offices paperless in the first phase; that phase closed with Hajipur followed by the nine offices on 18 July. This month, roughly two dozen registration offices including those in Patna and Madhubani are expected to go paperless, and the department is aiming for full statewide paperless registration from August.

Separately, the department's own citizen-facing eNibandhan portal states that a total of 141 registry offices are currently working across the state — a figure that will need to be reconciled against the department's stated target of 145 offices as the phased rollout completes.
