Bihar Awards ₹6.40 Crore Town Planning Contract to Monarch Surveyors for Group-2 Greenfield Satellite Townships

Together, the Group-1 and Group-2 mandates give the firm just over ₹18 crore of consultancy work covering the state's satellite-township programme.

Operative details of the contract

Value: the total order value of the project is Rs. 6,39,79,600/- (Rupees Six Crore Thirty-Nine Lakh Seventy-Nine Thousand Six Hundred Only).

Nature of transaction: The contract is classified as a domestic transaction and does not constitute a related-party transaction. The promoter group has no interest in the entity being contracted, ensuring the deal was executed at arm's length.

Scope of work: Such assignments normally comprise land-use planning, infrastructure layouts, transportation planning, utility mapping, zoning proposals, planning for public amenities and preparation of statutory development plans that guide the long-term development of urban areas.

Commencement: The company said work under the Letter of Acceptance is expected to start immediately, while implementation of the project will be done in accordance with the timelines stipulated in the final contract.

Disclosure route: The disclosure was made pursuant to Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, read with SEBI Circular No. SEBI/HO/CFD/PoD2/CIR/P/0155 dated November 11, 2024.

Group-1 vs Group-2: the two contracts compared

Public filings identify the two awards only by group number; the Company will undertake comprehensive town planning activities for the proposed greenfield satellite townships, supporting the Government's vision of planned urban expansion, sustainable infrastructure, and integrated regional development under both mandates. As of 27 July 2026, neither filing publicly breaks down exactly which of the 11 named townships fall under Group-1 versus Group-2.

Background: the 11-township programme this contract serves

The town-planning contracts sit within a much larger state initiative. The state government has approved the development of 11 satellite townships, including nine around divisional headquarters and two special zones in Sitamarhi (Sitapuram) and the Patna–Sonpur belt. The named projects are Pataliputra Township is among 11 proposed satellite townships across Bihar, including projects in Darbhanga (Mithila), Chhapra (Saran), Sonepur (Hariharnath), Bhagalpur (Vikramshila), Muzaffarpur (Tirhut), Gaya (Magadh), Purnia, Sitamarhi (Sitapuram), Munger (Anga) and Saharsa (Kosi).

The Cabinet's original approval of the 11-township plan pre-dates the consultancy award. The government had already approved plans for 11 satellite townships during an earlier cabinet meeting held on April 22. Bihar has since backed the programme with external financing: The Bihar cabinet chaired by Chief Minister Samrat Choudhary on May 6 gave its nod to get a Rs 4,740 crore (USD 500 million) loan from the World Bank for the Bihar urban transformation programme, a major initiative aimed at supporting planned urbanisation and the comprehensive, integrated development of towns across the state.

The Cabinet has also set target dates for planning outputs: the zonal plan for Patna is expected by March 31 next year, while master plans for the remaining townships are targeted for completion by June 30, 2027. Land-transaction curbs already in force differ by location: the cabinet also approved temporary restrictions on land sale, transfer and new construction activities in the proposed township areas. Officials said these restrictions will remain in place until March 31, 2027, in Patna, Sonepur, Gaya, Darbhanga, Munger, Purnea and Saharsa, while similar restrictions in Chhapra, Muzaffarpur, Bhagalpur and Sitamarhi will continue until June 30 2027.

Pataliputra Township — the flagship in this programme

Among the 11 townships, Pataliputra Township near Patna is the largest by land area identified so far. The proposed Pataliputra Township will cover around 81,730 acres under its "special zone", with an additional 1,010 acres identified as the core development area where initial infrastructure will be built. Officials said the township will be located in the Punpun–Fatuha belt on the outskirts of Patna, making it the largest such urban expansion project in Bihar.

A moratorium is already in effect over this land pending planning outcomes: in a notification issued by the Urban Development and Housing Department, authorities set out the administrative units and revenue villages that will form part of the township's "special zone" and "core zone"; with immediate effect, officials have imposed a ban on the sale and purchase of land within the identified zones, along with a prohibition on new construction activity.

Practical effect of the Monarch Surveyors award

For the Bihar government, the LOA formally hands the technical planning work for the Group-2 townships to an external consultancy, moving the programme from cabinet-level policy approval toward drawable town planning schemes. The project is to prepare detailed town planning schemes which will form the planning framework for the proposed satellite townships. These schemes are the technical precursor to statutory master plans and to any eventual lifting of the current land-transaction restrictions in the affected zones.
