Bihar Sets Master Plan Deadlines for 11 Satellite Townships in Two-Phase Rollout
Bihar's satellite township programme spans more than three lakh acres near Patna, Muzaffarpur, Darbhanga, Chapra, Gaya, Sitamarhi, Saharsa, Purnea, Munger, Bhagalpur and Sonepur. What Was Announced
In his first cabinet meeting after taking office, Bihar Chief Minister Samrat Choudhary approved 22 major proposals, with one of the biggest announcements being the approval of a plan to develop 11 satellite townships around key cities including Patna, Gaya, Muzaffarpur, Bhagalpur, Darbhanga, and others. In April 2026, the Chief Minister announced that the state would embark on the creation of 12 greenfield satellite townships across the state—though official documents and subsequent announcements consistently reference 11 townships.
The Two-Phase Rollout Structure
The greenfield sites have been divided into two groups. The first group comprises Patna, Sonepur, Gaya, Darbhanga, Purnea, Saharsa, and Munger, which are slated for development in phase one. The second group, to be developed subsequently, comprises Sitamarhi, Chapra, Muzaffarpur, and Bhagalpur.
The state Urban Development and Housing Department has announced that the zonal and master plans for the seven cities in the first group would be notified by 31 March 2027, and similar plans for the second group would be notified by 30 June 2027. Restrictions will remain in place until March 31, 2027, in Patna, Sonepur, Gaya, Darbhanga, Munger, Purnea and Saharsa, while similar restrictions in Chhapra, Muzaffarpur, Bhagalpur and Sitamarhi will continue until June 30, 2027.
Township Themes and Designations
Each township has been assigned a theme: Pataliputra (Patna) will serve as a logistics hub, education and sports city; Hariharnathpuram (Sonepur) as an aero city and mythological tourism centre; Magadh (Gaya) as a religious, cultural and tourism hub; Mithila (Darbhanga) as a medical hub and cultural heritage centre; Tirhut (Muzaffarpur) as an industrial and commercial hub; Sitapuram (Sitamarhi) as a religious and cultural tourism centre; Kosi (Saharsa) as a commercial centre; Purnia as a medical and economic activity hub; Anga (Munger) as a heritage and commercial centre; Vikramshila (Bhagalpur) as an education and cultural hub; and Saran (Chapra) as a residential and industrial centre.
Scale and Land Acquisition
The proposed Pataliputra Township will cover around 81,730 acres under its special zone, with an additional 1,010 acres identified as the core development area where initial infrastructure will be built. The township will be located in the Punpun–Fatuha belt on the outskirts of Patna, making it the largest such urban expansion project in Bihar. The largest of the proposed developments will be the Pataliputra Township near Patna, spread across approximately 81,730 acres. The mega township is planned to include a Fintech City, IT Park and an international sports village.
Officials have imposed a ban on the sale and purchase of land within the identified zones, along with a prohibition on new construction activity. The restrictions are intended to prevent speculative transactions and unregulated development as the project moves into its planning phase.
Land Pooling and Compensation
Using a land pooling model, landowners contribute land and the government develops infrastructure, returning 55% of developed land to owners. The Bihar Raiyat Land Purchase Policy-2026 sets out compensation terms for landowners who sell to the Bihar State Housing Board in the notified township areas: rural land at 4× the circle rate/market value plus 10% incentive bonus, and urban land at 2× the circle rate/market value plus 10% incentive bonus, with stamp duty and registration fees completely waived.
Financial Support
In July 2026, the Bihar government signed a Memorandum of Understanding (MoU) with the Housing and Urban Development Corporation Ltd (HUDCO), under which HUDCO will provide long-term financing of INR 1 lakh crore to support the initiative. The cabinet also granted in-principle approval for the implementation of the Bihar Urban Transformation Program, which will be supported by a US$500 million loan from the World Bank. The programme aims to improve economic productivity in selected urban centres while promoting integrated urban economic zones and planned urbanisation. The initiative is expected to support infrastructure creation, climate-sensitive urban growth and long-term private investment across the state.
What Comes Next
The Urban Housing & Development Department (UDHD), Bihar has set a firm target of March 31, 2027 for official approval of the Patliputra Satellite Township Master Plan. Once approved, land transaction restrictions will be progressively lifted, and Town Planning Scheme (TPS) land allotments will begin for participating landowners.
The projects are expected to include planned road networks, public utility spaces, parks, housing facilities and infrastructure for economically weaker sections. The Bihar government has proposed the creation of the Bihar Urban Development Authority (BUDA) to drive planned urban expansion through greenfield satellite townships and modern urban centres across the state. The proposed legislation was introduced in the Bihar Assembly on the opening day of the Monsoon Session. Once enacted, the authority will function as the state's nodal body for planning, developing and monitoring major urban infrastructure projects.
