What the Government Announced
The announcement was made by Vinay Kumar, Principal Secretary, Department of Urban Development and Housing, during a press conference on May 7, 2026. According to preliminary planning proposals, the townships span from Pataliputra (Patna) as a logistics hub and education-sports city to Sitapuram (Sitamarhi) as a religious and cultural tourism centre.
According to officials from the Urban Development and Housing Department Bihar, the proposed townships will be developed based on local strengths, geographical characteristics and future development needs.
Theme-Based Development Strategy
Urban planners said the thematic approach is intended to align urban growth with regional economic and cultural identities. Each township assignment reflects its geographic location and regional assets: the Aero City in Sonepur capitalises on existing rail and aviation connectivity, medical hubs in Darbhanga and Purnia serve regional healthcare gaps, and heritage-focused townships in Munger and Bhagalpur draw on ancient cultural sites.
The projects are expected to include planned road networks, public utility spaces, parks, housing facilities and infrastructure for economically weaker sections.
Land Acquisition and Farmer Returns
The Bihar government has announced an ambitious plan to develop 11 modern satellite townships and green cities across the state, aiming to reshape its urban landscape while directly benefiting farmers through a unique land-sharing model.
The remaining developed land will be redistributed, with 55% returned to original landowners in proportion to their holdings. Urban landowners may receive twice the applicable market value or circle rate, whichever recognised value is higher; rural landowners may receive four times the applicable market value or circle rate; an additional 10% incentive may apply under the approved purchase framework.
Land Transaction Freeze and Planning Timeline
To facilitate planned development, the department has imposed a temporary ban on land sale and purchase within the designated township zones. The government has imposed a temporary ban on land buying and selling in proposed township zones; the restriction is protective, not punitive, and will be lifted after development progresses.
Officials said the draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin. The government has temporarily restricted land transactions in these notified areas until planning frameworks are finalised over the coming year.
World Bank Financing and State Priority
Bihar Cabinet Clears US$500 Million World Bank Loan For Urban Expansion, Focus on 11 Satellite Townships. The project is being developed with support from World Bank and other major institutions, indicating its scale and long-term planning.
Chief Minister Samrat Choudhary directed officials to treat the township development scheme as a top-priority project and ensure its completion within the stipulated timeframe. The Chief Minister said the satellite townships should be viewed as more than residential developments, describing them as important drivers of economic activity; the projects are expected to create substantial employment opportunities, encourage private sector participation, and stimulate trade and business activities in surrounding areas.
