CM Choudhary Names Muzaffarpur Township 'Tirhut', Reaffirms 12-Location Expansion Plan

What CM Choudhary Announced

On Sunday, Bihar Chief Minister Samrat Choudhary said the state government has decided to develop new townships at about 12 locations across the state. Addressing a gathering in Muzaffarpur, he noted that "Revamping an old city takes time, whether it involves drains, lanes, water supply, parks, community centres, or constructing permanent housing for the poor; work on all these fronts is ongoing."

"Alongside this, we have decided to develop new townships at approximately 12 locations across Bihar; Muzaffarpur is one such place where our government is working to establish a new township named 'Tirhut'."

The Tirhut Township: Scale and Scope

Tirhut Satellite Township is a proposed greenfield satellite township in Muzaffarpur district of Bihar. The project forms part of a broader initiative by the Government of Bihar to develop planned satellite townships across the state.

The proposal was approved during a state cabinet meeting in April 2026. It is approximately 10 km from Muzaffarpur Junction railway station and about 1.5 km from Muzaffarpur Airport.

A total of 68 villages have been identified under the project area. The township is planned over approximately 20,200 acres as a Special Planning Area, with a core urban development area of about 800 acres.

The 12 Townships Named

The satellite townships will be developed around key cities, with each assigned a new identity including Patliputra (Patna), Hariharnathpuram (Sonepur), Magadh (Gaya), Mithila (Darbhanga), Koshi (Saharsa), Purnia, Ang (Munger), Vikramshila (Bhagalpur), Tirhut (Muzaffarpur), Saran (Chapra) and Sitapuram (Sitamarhi).

Tirhut is envisioned as an industrial and commercial hub, while other townships have themed focuses: Pataliputra (Education-Sports City), Hariharnathpuram (Aero City and mythological tourism), Magadh (Religious and cultural tourism), Mithila (Medical hub), Sitapuram (Religious tourism), and Vikramshila (Education and cultural hub).

Financing and Land Model

The Bihar government signed a Memorandum of Understanding (MoU) with the Housing and Urban Development Corporation (HUDCO) for long-term financing of ₹1 lakh crore to develop 12 greenfield townships across the state. The MoU was signed between the state's Urban Development and Housing Department and HUDCO in the presence of Chief Minister Samrat Choudhary.

The Bihar government is investing ₹1 lakh crore through HUDCO to develop these 12 townships. In addition, the state expects nearly ₹6 lakh crore in private investment. These townships will provide quality housing, class civic amenities and a better quality of life for the people.

The project would be developed over more than three lakh acres of land, with farmers becoming stakeholders through a land-pooling model, enabling them to benefit directly from the development.

Muzaffarpur Development Projects (July 12 Event)

Alongside the township announcement, CM Choudhary inaugurated and laid the foundation for 982 development projects worth Rs 1,047.09 crore in Muzaffarpur. These cover drains, lanes, water supply, parks, community centres, and constructing permanent housing for the poor.

Restrictions and Planning Timeline

Temporary restrictions have been imposed in the notified area, including a ban on land transactions and construction activities. These restrictions are in effect from 24 April 2026 to 30 June 2027, or until the master plan is finalised.

Zonal and master plans for these townships are already in preparation, with core and special development zones identified. To prevent speculative activity and ensure planned growth, the government has temporarily restricted land transactions in these notified areas until planning frameworks are finalised.

What Comes Next

"We are now initiating the development of new cities at 12 locations, focusing on essential amenities like delivering electricity and water to every household. The Prime Minister and Nitish Kumar have advanced this work," CM Choudhary said.

Officials said the draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin.

The initiative would attract large-scale institutional investment, boost the construction sector and generate significant direct, indirect and self-employment opportunities.
