What the Government Announced
In a notification issued by the Urban Development and Housing Department, authorities set out the administrative units and revenue villages that will form part of the township's "special zone" and "core zone". The development is planned on the outskirts of Patna, where land parcels have now been earmarked for the project.
The special zone includes 274 villages spread across blocks such as Punpun, Fatuha, Sampatchak, Patna Rural, Naubatpur, Dhanarua, Daniyawan and Masaurhi, along with six wards of the Punpun Nagar Panchayat. The core area comprises 12 villages within the Punpun block, including Pipra, Bajidpur, Panwar and Sikandarpur.
Immediate Action: Land Transaction Ban
With immediate effect, officials have imposed a ban on the sale and purchase of land within the identified zones, along with a prohibition on new construction activity. The restrictions are intended to prevent speculative transactions and unregulated development as the project moves into its planning phase.
The government has maintained a broader moratorium on land transactions across all areas identified for the 11 satellite townships, signalling an accelerated push towards planned urban expansion in the state.
Part of Broader Township Initiative
The state cabinet chaired by Chief Minister Samrat Choudhary on April 22, 2026 decided the names of the 11 townships that will be developed apart from specifying their core area and special area. The names of the 11 townships are Patna as Patliputra, Sonepur as Hariharnathpur, Gayaji as Magadh, Darbhanga as Mithila, Munger as Ang, Purnea as Purnea, Saharsa as Koshi, Chhapra as Saran, Bhagalpur as Vikramsheela, Muzaffarpur as Tirhut and Sitamarhi as Sitapuram.
Of the 11 townships, there will be no sale and purchase of land, transfer of land, construction of buildings in the proposed townships of Patna, Sonepur, Gayaji, Darbhanga, Munger, Purnea, Saharsa till March 31, 2027 while the sale and purchase of land, transfer, construction of buildings will be prohibited till June 30, 2027 in the proposed townships of Chhapra, Muzaffarapur, Bhagalpur and Sitamarhi.
Project Vision and Infrastructure
The township is expected to include major facilities such as a fintech city, sports city, logistics hub and judicial academy, positioning Patna as a regional economic and institutional centre.
The Bihar government has announced plans to develop the state's largest greenfield satellite township near Patna, spanning nearly 81,000 acres with an estimated investment of ₹1,00,000 crore. Envisioned as a major urban expansion project, the township will feature a modern sports city, a dedicated Fintech hub, logistics infrastructure, and enhanced road connectivity.
Land Compensation and Policy Framework
The state government has planned a major economic centre such as airport, film city etc for each of the 11 new townships, and the department has decided to return 55% of the developed land in order to ensure that landowners do not feel that they are in loss.
The Town Planning Scheme under the Bihar Urban Planning and Development (BUPD) Act, 2012, is a statutory land-pooling tool used to transform irregular, undeveloped land into planned urban layouts without compulsory land acquisition. The decision has been taken in view of restrictions on the sale, purchase and transfer of land in areas earmarked for Greenfield Satellite Townships. The new arrangement is intended to provide an alternative mechanism for acquiring land required for housing and urban development projects.
Timeline and Next Steps
The moratorium will remain in force until March 31, 2027 in Patna, Sonepur, Gaya, Darbhanga, Saharsa, Purnia and Munger, allowing time for zonal and master plans to be notified. Officials said the draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin.
The government expects the move to lay the groundwork for better infrastructure, improved urban planning and long-term economic development once the master plans are implemented.
Rationale for Restrictions
Officials say the move comes amid rapid population expansion, unplanned construction and mounting pressure on civic infrastructure in major urban centres including Patna, Gaya, Muzaffarpur and Bhagalpur. The government stated that without decisive action, problems such as traffic congestion, sewage overload, shrinking green zones and worsening pollution will become unmanageable.
The prohibition on land transactions and construction is intended to prevent speculative activity and haphazard urban expansion in these regions.
