Phased Development Structure Announced

The greenfield sites have been divided into two groups, with the first group comprising Patna, Sonepur, Gaya, Darbhanga, Purnea, Saharsa, and Munger for phase one development, and the second group comprising Sitamarhi, Chapra, Muzaffarpur, and Bhagalpur for subsequent development. The Urban Development and Housing Department has announced that zonal and master plans for the seven cities in the first group would be notified by 31 March 2027, and similar plans for the second group by 30 June 2027.

Scale of Satellite Township Initiative

The satellite townships are to be developed over a geographical area of more than three lakh acres, with lands selected in the vicinity of existing major cities and towns in Bihar—Patna, Muzaffarpur, Darbhanga, Chapra, Gaya, Sitamarhi, Saharsa, Purnea, Munger, Bhagalpur, and Sonepur. The Pataliputra Township is among 11 proposed satellite townships, with projects also in Darbhanga (Mithila), Chhapra (Saran), Sonepur (Hariharnath), Bhagalpur (Vikramshila), Muzaffarpur (Tirhut), Gaya (Magadh), Purnia, Sitamarhi (Sitapuram), Munger (Anga) and Saharsa (Kosi).

Thematic Development Framework

Each township has been assigned a specific identity: Pataliputra (Patna) as a logistics hub, education and sports city; Hariharnathpuram (Sonepur) as an Aero City and mythological tourism centre; Magadh (Gaya) as a religious, cultural and tourism hub; Mithila (Darbhanga) as a medical hub and cultural heritage centre; Tirhut (Muzaffarpur) as an industrial and commercial hub; Sitapuram (Sitamarhi) as a religious and cultural tourism centre; Kosi (Saharsa) as a commercial centre; Purnia as a medical and economic activity hub; Anga (Munger) as a heritage and commercial centre; Vikramshila (Bhagalpur) as an education and cultural hub; and Saran (Chapra) as a residential and industrial centre.

HUDCO Financing and Implementation

The Bihar government signed a Memorandum of Understanding with HUDCO in July 2026, under which HUDCO will provide long-term financing of INR 1 lakh crore to support the initiative. The funding will be extended through a long-term lending structure with a repayment period of up to 25 years, with funding released in phases and provisions for a moratorium and prepayment.

Land Acquisition and Land-Use Framework

Officials have imposed a ban on the sale and purchase of land within the identified zones, along with a prohibition on new construction activity, intended to prevent speculative transactions and unregulated development as the project moves into its planning phase. The township development will follow a structured land-use formula: 55% land returned to farmers (developed plots), 22% for roads and infrastructure, 5% for parks and green spaces, 3% for EWS housing (Economically Weaker Sections), and 15% for project cost recovery and utilities.

Strategic Purpose and Outcomes

Authorities said the initiative aims to create new urban hubs equipped with modern amenities, generate employment and support long-term economic growth while reducing congestion in existing cities. The physical infrastructure would include a water supply and sewerage network, roads, power, green spaces, educational and healthcare institutions, as well as commercial and social infrastructure. The government expects nearly ₹6 lakh crore in private investment, in addition to the HUDCO commitment.
