Farmer groups have announced a door-to-door campaign across Bankipur assembly constituency on July 23–25 to defeat the NDA candidate, citing opposition to the satellite township land policy. The campaign is linked to broader farmer resistance against land acquisition for Bihar's greenfield township projects.

The farmer groups are demanding agricultural and agro-industry development instead of satellite townships and calling for "स्मार्ट गाँव" (smart villages) rather than satellite townships, according to the primary brief. Farmer groups in Bihar have stepped up opposition to the state's proposed satellite township projects, alleging they threaten agricultural land.

Satellite Townships: Cabinet Approval and Names

The Bihar cabinet approved 11 Greenfield Satellite Townships on 22 April 2026. The proposed townships are Pataliputra, Hariharnathpur, Magadh, Mithila, Kosi, Purnia, Anga, Sitapuram, Vikramshila, Tirhut and Saran, which are expected to serve as planned urban centres aimed at supporting future population growth, industrial expansion and infrastructure development.

The satellite townships will be developed around key cities, with each assigned a new identity — including Patliputra (Patna), Hariharnathpuram (Sonepur), Magadh (Gaya), Mithila (Darbhanga), Koshi (Saharsa), Purnia, Ang (Munger), Vikramshila (Bhagalpur), Tirhut (Muzaffarpur), Saran (Chapra) and Sitapuram (Sitamarhi).

Pataliputra Township: Scale and Vision

The township will be located in the Punpun–Fatuha belt on the outskirts of Patna, making it the largest such urban expansion project in Bihar. The proposed Pataliputra Township will cover around 81,730 acres under its "special zone", with an additional 1,010 acres identified as the core development area where initial infrastructure will be built.

The Bihar government has announced plans to develop the state's largest greenfield satellite township near Patna, spanning nearly 81,000 acres with an estimated investment of ₹1,00,000 crore. Pataliputra (Patna) will serve as a logistics hub, education and sports city.

Land Policy Framework: Acquisition and Compensation

The Bihar government approved the development of 11 Greenfield Satellite Townships and imposed a ban on land sale, transfer, development and building construction in these specific zones. Zonal and master plans for these townships are already in preparation, with core and special development zones identified. To prevent speculative activity and ensure planned growth, the government has temporarily restricted land transactions in these notified areas until planning frameworks are finalised over the coming year.

The decision was approved by the state cabinet and announced by Urban Development and Housing Minister Nitish Mishra, who said the move balances the immediate needs of landowners with the government's broader objectives of planned urbanisation, infrastructure expansion and investment promotion.

For rural land, owners will receive four times the higher of the market value or the circle rate. An additional incentive of 10% of the determined value will also be paid.

Land Pooling Model and Farmer Participation

The government will develop the townships through land-pooling under the Town Planning Scheme. The government will return 55 per cent of the developed land to farmers. The Bihar government has approved the development of 11 greenfield satellite townships under a land pooling framework, aimed at enabling planned urban expansion without compulsory land acquisition.

A key feature of the initiative is the adoption of a land-pooling model. Rather than relying solely on conventional acquisition methods, the approach seeks to involve landowners as stakeholders in the development process. By pooling land and sharing the benefits of urbanisation, authorities aim to create a more inclusive and sustainable model for city expansion.

Theme-Based Development Across 11 Townships

Magadh (Gaya): Religious, cultural and tourism hub; Mithila (Darbhanga): Medical hub and cultural heritage centre; Tirhut (Muzaffarpur): Industrial and commercial hub; Sitapuram (Sitamarhi): Religious and cultural tourism centre; Kosi (Saharsa): Commercial centre; Purnia (Purnia): Medical and economic activity hub; Anga (Munger): Heritage and commercial centre; Vikramshila (Bhagalpur): Education and cultural hub; Saran (Chapra): Residential and industrial centre.

The projects are expected to include planned road networks, public utility spaces, parks, housing facilities and infrastructure for economically weaker sections.

Policy Evolution: June 2026 Land Transaction Relaxation

In June, the Bihar government approved a framework that will allow land transactions in areas earmarked for Greenfield Satellite Townships, addressing concerns raised by landowners affected by restrictions on the sale, purchase and transfer of land. The state cabinet approved a revised policy that removes the earlier blanket ban on land sale and purchase in areas earmarked for the upcoming greenfield townships. The restriction had been imposed while authorities prepared master plans for these urban centres. With the planning process progressing, the government has now opened the door for controlled land transactions while introducing fresh safeguards and compensation mechanisms.

If a raiyat (landholder) wishes to sell land located within a Greenfield Satellite Township area, the Bihar State Housing Board will be able to purchase it. For government projects, the concerned authority will undertake land acquisition. For private investment projects approved by the SIPB, investors will be permitted to purchase or lease land directly from landowners.

Next Steps and Timeline

Officials said the draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin. The Bihar government has moved to the next phase of its ambitious satellite township programme, initiating the process of identifying landowners and verifying land records for the proposed greenfield cities across the state. The exercise follows the identification of sites for 11 satellite townships near major urban centres, including Patna, as part of a broader urban expansion strategy.

Polling for the Bankipur seat is scheduled for July 30, with votes counted on August 3. The farmer campaign precedes this election by one week.
