What Was Awarded
Monarch Surveyors and Engineering Consultants announced receipt of a Letter of Acceptance (LoA) for preparation of town planning scheme(s) for multiple greenfield satellite townships in Bihar. The contract, valued at Rs 11.66 crore, pertains to the preparation of town planning schemes for multiple greenfield satellite townships in Bihar (Group-1).
This is a consultancy and planning assignment, not a construction contract. Under the contract, the company will undertake comprehensive town planning activities for the proposed greenfield satellite townships, supporting the Government's vision of planned urban expansion, sustainable infrastructure, and integrated regional development.
The 11 Satellite Townships
The satellite townships will be developed around key cities, with each assigned a new identity — including Patliputra (Patna), Hariharnathpuram (Sonepur), Magadh (Gaya), Mithila (Darbhanga), Koshi (Saharsa), Purnia, Ang (Munger), Vikramshila (Bhagalpur), Tirhut (Muzaffarpur), Saran (Chapra) and Sitapuram (Sitamarhi).
The state government has approved the development of 11 satellite townships, including nine around divisional headquarters and two special zones in Sitamarhi (Sitapuram) and the Patna–Sonpur belt.
The proposed townships will be developed based on local strengths, geographical characteristics and future development needs. The proposed Pataliputra Township near Patna is expected to emerge as an 'Education-Sports City' and logistics hub, while the Magadh Township near Gaya will focus on religious tourism and cultural heritage linked to Bodh Gaya and Gaya.
Government Approval Timeline
The Bihar cabinet approved the 11 Greenfield Satellite Townships on 22 April 2026. Zonal and master plans for these townships are already in preparation, with core and special development zones identified.
Officials said the draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin. The Monarch Surveyors contract now supports this planning phase.

Monarch Surveyors and Engineering Consultants provides end-to-end consultancy services for infrastructure projects, including survey, design, and technical supervision for roads, railways, metros, town planning, geospatial mapping, land acquisition, water, transmission lines, pipelines, and other civil engineering sectors.
The town planning schemes that Monarch will prepare form the legal and spatial framework for development. To prevent speculative activity and ensure planned growth, the government has temporarily restricted land transactions in these notified areas until planning frameworks are finalised over the coming months.
What's Next
Work is scheduled to commence immediately, with completion to be carried out in accordance with the terms of the contract. The project is subject to the necessary approvals from the relevant government authorities.
The planning phase is expected to run through late 2026, after which detailed infrastructure design and land acquisition activities would follow. A freeze on land transactions will be in place till March 31, 2027 in seven townships and till June 30, 2027 in four townships, allowing space for the planning and regulatory work.
