Cabinet Decision and Timeline

In a landmark decision on April 22, 2026, Bihar's state cabinet approved a sweeping infrastructure initiative to develop 11 satellite townships around key cities. The approval came during Chief Minister Samrat Choudhary's first cabinet meeting.

Zonal and master plans for these townships are already in preparation, with core and special development zones identified. Detailed master plans for all townships are targeted to be ready by October–November this year.

Pataliputra Township: Bihar's Largest Expansion Project

The proposed Pataliputra Township spans more than 81,000 acres and features major infrastructure projects including a Sports City and a Fintech hub. The township will cover around 81,730 acres under its special zone, with an additional 1,010 acres identified as the core development area where initial infrastructure will be built.

The township will be located in the Punpun–Fatuha belt on the outskirts of Patna, making it the largest such urban expansion project in Bihar. The special zone will include 274 villages across blocks such as Punpun, Fatuha, Sampatchak, Patna Rural, Naubatpur, Dhanarua, Daniyawan and Masaurhi. The core area comprises 12 villages within the Punpun block, including Pipra, Bajidpur, Panwar and Sikandarpur.

Major Facilities and Thematic Design

The project is designed as a modern urban hub, incorporating key facilities such as a Fintech City, Sports City, logistics hub and a judicial academy. It will be integrated with major transport infrastructure, including the Amas–Darbhanga Expressway, which will pass through the township, and a planned six-lane ring road within the area.

The proposed Pataliputra Township is expected to emerge as an Education-Sports City and logistics hub. According to preliminary planning proposals across all townships: Hariharnathpuram (Sonepur) is designed as an Aero City and mythological tourism centre; Magadh (Gaya) as a religious, cultural and tourism hub; Mithila (Darbhanga) as a medical hub and cultural heritage centre.

The Complete 11-Township Network

The satellite townships will be developed around key cities, with each assigned a new identity: Patliputra (Patna), Hariharnathpuram (Sonepur), Magadh (Gaya), Mithila (Darbhanga), Koshi (Saharsa), Purnia, Ang (Munger), Vikramshila (Bhagalpur), Tirhut (Muzaffarpur), Saran (Chapra) and Sitapuram (Sitamarhi).

Authorities said the initiative aims to create new urban hubs equipped with modern amenities, generate employment and support long-term economic growth while reducing congestion in existing cities.

Land Acquisition and Farmer Benefits

The government has adopted a land pooling model under which participating landowners will receive 55 percent of their developed land back after infrastructure development. Officials estimate that land values in the proposed township areas could increase by 10 to 20 times following development.

Farmers who choose not to participate in the land pooling scheme will be compensated at four times the prevailing market rate, according to the government's proposal.

Employment and Investment Targets

Each township is expected to generate around 50,000 direct and indirect jobs, taking the total employment potential of all 11 townships to more than five lakh. The Pataliputra Township alone carries an estimated investment of ₹1,00,000 crore.

The state government believes the satellite township initiative will significantly boost employment and attract private investment. Industry representatives believe the initiative could usher in a new phase of economic growth for Bihar by attracting large-scale private investment and generating employment opportunities across multiple sectors.

Land Transaction Restrictions and Planning Controls

The Urban Development and Housing Department has imposed a ban on the sale, purchase and construction of land within both the special and core zones until the township's master plan is finalised and notified. Officials said the restriction is intended to prevent unregulated development and ensure that the township evolves in a planned manner.

These restrictions will remain in place until March 31, 2027 in Patna, Sonepur, Gaya, Darbhanga, Munger, Purnea and Saharsa, while similar restrictions in Chhapra, Muzaffarpur, Bhagalpur and Sitamarhi will continue until June 30, 2027.

As of June 17, 2026, the Bihar Cabinet approved the Bihar Raiyat Land Purchase Policy-2026, allowing landowners to sell to the Bihar State Housing Board or SIPB projects. Direct private sales remain restricted.

Infrastructure Integration

The site is bounded by key infrastructure corridors, including the Punpun river zone, NH-431, the Fatuha–Islampur rail line, and the Naubatpur–Masaurhi road network. Urban planners have selected the Punpun–Fatuha belt due to its proximity to major upcoming infrastructure projects such as the Patna Ring Road, Patna–Gaya–Dobhi road, and the Amas–Darbhanga Expressway.

Officials believe that ongoing bridge projects across the Ganga River will significantly improve connectivity between Patna and Sonepur, effectively integrating the two regions into a single urban cluster.

Next Steps

Urban Development Minister Nitish Mishra said the project is progressing rapidly. The government has floated tenders for consultant appointments, and the selection process is expected to be completed in June. The draft plan for the new townships is expected by October–November 2026, after which detailed planning will begin.
