Eco City-3, New Chandigarh: Master Plan and Development Status

GMADA’s Eco City-3 is a proposed residential and commercial scheme in New Chandigarh, planned within the wider New Chandigarh master-plan area. As of October 2026, the project has environmental clearance, but the available records do not establish a project-specific planning horizon, phase-by-phase delivery schedule, or population and employment targets.

Planning horizon and project area

GMADA’s approved New Chandigarh master plan is titled “New Chandigarh (2008–2031).” That is the horizon for the wider planning area; the project records reviewed do not set a separate completion or target year for Eco City-3.

A Punjab government acquisition notification dated 13 May 2025 describes 713.375 acres for the Eco City-3 residential scheme across nine villages, in accordance with the approved New Chandigarh master plan. A separate October 2026 news report rounds the project area to 716 acres. The 713.375-acre figure is the specific area stated in the government notification; it should not be confused with the wider New Chandigarh master-plan area or with a measured area already developed.

The records reviewed do not give a target-year area for completed development. In July 2026, GMADA invited bids for civil, public-health and electrical infrastructure works, with an 18-month completion period stated for the contracted works. That tender period is not a published overall township completion target.

Land use and development components

GMADA’s executive-committee agenda includes a planning-norm table for land pooling, allocating 36% to residential use, 5% to EWS, 5% to commercial plots, 4% to commercial chunk sites, 4% to public or semi-public use, 8% to green space, and 38% to roads and parking. The table is a planning-norm calculation in an agenda document, not a project-specific final land-use schedule; it does not establish the adopted land-use split for the full Eco City-3 site.

The project is described as residential and commercial. GMADA’s 2025 notification identifies the nine villages as Rasulpur, Salamatpur, Dhode Majra, Takipur, Rajgarh, Majra, Kartarpur, Kansala and Hoshiarpur.

Phases, population and employment

Older GMADA material refers to an earlier proposal for approximately 322 acres called Eco City-3, distinct in the same agenda from Eco City-3B and a separate low/high-density residential project. The later 2025 acquisition notification describes 713.375 acres for Eco City-3. These records reflect different planning and acquisition stages; they do not establish a current, phased construction programme with phase areas and target years.

The documents reviewed do not publish a project population target, jobs or employment target, or identify a planning consultant for Eco City-3. The wider New Chandigarh master-plan horizon is 2031, but it should not be read as a confirmed Eco City-3 delivery date.

Status and official documents

As of October 2026, GMADA’s website lists an environmental-clearance notice for the Eco City-3 area-development project. A July 2026 infrastructure tender indicates a procurement step for civil, public-health and electrical works; environmental clearance and tendering do not by themselves mean the township is completed or operational.

GMADA’s official site provides the New Chandigarh master-plan page, with links to the plan and report. GMADA’s Eco City-3 notices and landowner documents are listed through its official notice and scheme page. The Punjab government’s acquisition notification and GMADA’s executive-committee agenda are also linked in the sources.
