Harnandipuram Township: GDA Board Clears Phase 1 Layout, RERA Application Filed
As of October 2026, the Ghaziabad Development Authority (GDA) has approved the layout for the first phase of the Harnandipuram township, also called Naya Ghaziabad, and has applied for RERA registration. Officials have targeted an October launch, but I found no confirmation that a RERA number has been issued or that sales have opened.

| Authority and project type | Ghaziabad Development Authority (GDA), a government body. This is a public authority scheme, not a private developer project. Also known as Naya Ghaziabad or New Ghaziabad. |
|---|---|
| Phase 1 layout approval | Approved at GDA's 174th board meeting, reported on 24 September 2026 |
| RERA status (as of early October 2026) | Registration application filed; officials said a RERA number could take about 10 days. No RERA number confirmed in sources reviewed. |
| Phase 1 area | About 49 hectares, according to the GDA Secretary (report dated 1 October 2026) |
| Phase 1 plot count | About 2,000 plots, per one Hindi news report (early October 2026). Not confirmed by an official notice. |
| State funding | Remaining seed capital of Rs 943.37 crore for FY 2026-27, approved by a government order dated 31 July 2026 |
| Total scheme area | About 501 hectares across eight villages (July/August 2026 reporting). Earlier reports used 521 hectares. |
| Land status (August 2026) | Over 150 hectares acquired and about 100 hectares under consent, per a report dated 12 August 2026 |
| Prices | No official price list found in the sources reviewed as of October 2026 |
What happened
The Ghaziabad Development Authority's board passed the layout for the first phase of the Harnandipuram township at its 174th meeting, which was reported in late September 2026. The same meeting also approved a draft MoU for a proposed international cricket stadium at Morti, which is separate from this housing scheme.
After the layout approval, GDA filed an application for RERA registration. According to the Amar Ujala report of 1 October 2026, GDA's secretary said the RERA number could come within about 10 days, and that the launch would follow once it was issued. The same report said the first phase covers about 49 hectares.
A Hindi news report from early October 2026 described the first phase as roughly 2,000 plots and said the launch was only days away. That claim rests on this one report, and I could not match it to an official GDA notice.
Who decided and what the state provided
The layout decision was made by the GDA board. The state government's role is financial. A government order dated 31 July 2026 approved the remaining seed capital of Rs 943.37 crore for the scheme for FY 2026-27. Reporting says the money is for land acquisition and infrastructure under the Chief Minister's Urban Expansion/New City Promotion Scheme.
The numbers, and where sources disagree
Scheme size has changed over time. Earlier reports described about 521 hectares across eight villages. Later reporting cites about 501 hectares across the same eight villages. A separate Zee News report said GDA had cut the scheme to about 150 hectares and would acquire land from only three villages. I could not confirm the date of that report, so treat it as an earlier plan that was not confirmed as the current scope.
Cost estimates also vary widely. Amar Ujala reported in February 2025 that the overall plan was expected to cost about Rs 15,000 crore, with one-third for land. Zee News cited Rs 5,000 crore. A township promotional website cites Rs 2,384 crore for 336 hectares. None of these figures is from a published GDA financial statement, so I have not adopted any of them as the official cost.
On land, an August 2026 Amar Ujala report said acquisition had risen from about 15 hectares in October 2025 to more than 150 hectares, with about 100 more hectares under consent. The same report said two group housing projects are part of Phase 1.
What it changes
If the launch proceeds, Harnandipuram would be one of the first large new township schemes in Ghaziabad in some years. One 2024 report called it the first major township development in over 15 years, but I did not verify that claim against a current official source. I also could not verify the brief's comparison to Madhuban Bapudham as the largest scheme in about two decades.
The site is near Raj Nagar Extension. Reporting says it would connect to the Namo Bharat corridor and metro through e-buses, and that it sits near the Delhi-Meerut Expressway and the planned Outer Ring Road. These are plans in the reporting; I found no completed link.
What is next
- RERA registration: a registration number is needed before the official launch, according to the GDA secretary's comments in early October 2026.
- Phase 1 launch: targeted for October 2026, but this depends on the RERA number. The date is not confirmed.
- Later phases: an August 2026 report said officials considered land available to launch three phases in the year. No dates for later phases were confirmed.
- Pricing and plot sizes: no official price list or plot-size details were found in the sources reviewed.
Status is as of October 2026. Anyone considering a purchase should check the RERA registration number on the UP RERA portal and read the official GDA scheme brochure before paying any amount.
What is not yet confirmed
The following were not verified in any source I could access: the RERA number, the exact launch date, the final plot count, plot sizes, prices, and the completion schedule. I have not treated any aggregator or promotional site figure as official.

Frequently asked questions
Has the Harnandipuram Phase 1 launch happened yet?
Not as far as the sources I found show. As of early October 2026, GDA had filed for RERA registration and said the launch would follow once a RERA number was issued, which was expected in roughly 10 days.
Who approved the Phase 1 layout?
The Ghaziabad Development Authority board approved it at its 174th meeting, as reported in late September 2026.
Is Harnandipuram being built by a private developer?
No. The scheme is run by the Ghaziabad Development Authority, a government body. Some third-party websites describe a private developer, but I found no official source for that.
How many plots will be offered in Phase 1?
One early October 2026 Hindi news report said about 2,000 plots. I did not find an official GDA notice confirming that number.
Are prices or RERA details available?
I found no official price list or confirmed RERA number in the sources reviewed as of October 2026.
Is Harnandipuram the same as Naya Ghaziabad?
Sources describe Harnandipuram as part of the Naya Ghaziabad or New Ghaziabad expansion plan under the Chief Minister's Urban Expansion scheme.
Why do the area and cost figures differ across reports?
Reports use different baselines and dates. The scheme was first described as about 521 hectares, later as about 501 hectares, and a separate report described a cut to about 150 hectares. Cost estimates range from about Rs 2,384 crore to Rs 15,000 crore, and none is an official GDA figure.
