Harnandipuram Township Approved by GDA Board, But State Delay Over Green Zone Rules Holds Back Naya Ghaziabad Development

What Happened: GDA Approval and State Review

However, it remains pending with the state committee; the Uttar Pradesh government sent the plan back to the GDA in March 2024, seeking clarification on certain clauses, including green zones and 'record of right,' which refers to 100-meter-wide green belts along expressways and 60-meter-wide zones along state highways.
The March 2024 state review created a critical bottleneck. The delay in approval has left the development work along the major transport corridors including the Delhi-Meerut RRTS suspended, where the GDA has planned to develop a new township called Harnandipuram, also known as Naya Ghaziabad.
The Planning History: Multiple Rejections Before Approval
The GDA board rejected the unified Master 2031 plan at least four times since September 2022, as it underwent several revisions. The plan received final approval from the GDA board in November 2023 after multiple rejections for various reasons. The township component, part of the broader Master Plan 2031, had to navigate complex state and local regulatory requirements before the August 2024 board approval.
Land Acquisition and Farmer Compensation
The GDA is moving ahead with land procurement for the township. To encourage landowner participation, the GDA announced that farmers would receive compensation at four times the circle rate, and direct land purchases from farmers have already begun. About 85 hectares have received consent and 35 hectares are already registered, with Phase 1 expected to launch within the next 4–5 months after acquiring 100–120 hectares.
What Changes for Development: Transit-Oriented Growth Model
The draft plan aims to promote transit-oriented development (TOD) and mixed-use land development, with focus on sustainable and organized growth in the region. The township seamlessly integrates residential, commercial, institutional and green spaces, offering a holistic lifestyle for residents and a thriving environment for businesses.
The unified master plan proposes to develop TOD zones along a 1.5 km-long rapid rail corridor and 500 meters along the Red Line and Blue Line metro corridors, with a Special Development Area (SAD) of 909.82 hectares also to be developed around the Duhai rapid rail depot.
What Comes Next: State Approval and Implementation Timeline
The plan will be implemented through a gazette notification as soon as it receives government approval, with a gazette notification to be issued before the new plan can be implemented. The state government must resolve its concerns about green zone management and 'record of right' provisions before final clearance can be issued.
Once approval is granted, Phase 1 of the Harnandipuram housing scheme is expected to be launched within the next 4–5 months, once GDA is able to secure around 100–120 hectares of land from farmers. The township is positioned as a long-term investment in Ghaziabad's expansion to accommodate population growth and transit-driven urban development.
