How Raya connects to the region today

Heritage City Raya is planned on land near the 101 km milestone of the Yamuna Expressway, roughly 12–14 km from Mathura town and a short distance from Vrindavan. It will be situated near the 101-km milestone of the Yamuna Expressway and connected to the Banke Bihari temple by a 6.9 km expressway. Independent distance calculators put the straight-line/driving distance between Mathura and Raya at roughly 12 kilometers (8 miles), with a driving distance of 14 kilometers. Today, all practical access to the site is by road; there is no operational rail halt, metro, or airport inside the notified area itself.

Expressways and highways — operational

The single most important piece of connectivity infrastructure already in service is the Yamuna Expressway. Yamuna Expressway is a 6-lane wide (expandable to 8) and 165.5 km long access-controlled expressway in Uttar Pradesh, presently India's sixth longest expressway, connecting Greater Noida with Agra. It was inaugurated on August 9, 2012, and is maintained by Jaypee Infratech Ltd for the Yamuna Expressway Industrial Development Authority until 2048. The Yamuna Expressway connects key locations in Uttar Pradesh including Greater Noida, Jewar, Aligarh, Mathura, and Agra.

To the south, the Agra–Lucknow Expressway is also fully operational. It is a 302 km long, 6-lane wide (extendable to 8 lanes) access-controlled expressway built by UPEIDA, completed and inaugurated on 21 November 2016. This expressway is connected to Yamuna Expressway through the Agra Ring Road, providing an express link between Greater Noida, NCR and Lucknow via Agra.

A newer road link is under approval/early execution: in March 2025, the Indian government approved the project to connect the Yamuna Expressway with the Delhi-Agra Highway, a scheme reported at a cost of roughly ₹1,645 crore aimed specifically at improving Mathura–Vrindavan connectivity. Separately, in March 2025, the Indian government approved a spur connecting the Yamuna Expressway to Noida International Airport at Jewar, currently under construction.

The Raya–Vrindavan link road — proposed

The connectivity feature specific to the Heritage City plan itself is a dedicated spur road linking the Yamuna Expressway directly to Vrindavan's Banke Bihari Temple, bypassing congested city streets. Sources give slightly different lengths for this proposed link: one describes it as a 6.9 km expressway connecting the site to the temple, while another describes a proposed 7-kilometer greenfield expressway designed to directly connect the Yamuna Expressway to the precincts of the Banke Bihari Temple in Vrindavan, effectively acting as a bypass. As of the DPR stage reported to date, this road remains a proposed component of the Heritage City scheme and has not been reported as under construction.

Airports

There is no airport within Mathura or Vrindavan. There is no airport in Vrindavan itself, so flyers land at Delhi and drive, though the emerging story is the Noida International Airport at Jewar, on the Yamuna Expressway side and materially closer to Braj than Delhi's terminals. As of the most recent information available, the Yamuna Expressway Industrial Development Authority (YEIDA) region is being developed over an area of approximately 25,000 hectares along the Yamuna Expressway, and includes the Noida International Airport at Jewar which is under development and is planned to be one of the largest airports in India — meaning the airport should be treated as under development, not yet a confirmed fully operational hub, and travellers should verify current flight status before planning a trip.

Road distance from Jewar to the Mathura–Vrindavan area is commonly quoted at 75–90 km with 1.5–2.5 hours travel time via Yamuna Expressway, while another source puts the Jewar-to-Mathura distance at approximately 91 km, usually taking around 1 hour 25–30 minutes via the Yamuna Expressway under normal traffic conditions. Agra's airport is closer on the map but has limited scheduled service.

Conventional rail

The nearest major railway gateway is Mathura Junction, one of North India's best-connected stations. Mathura Junction is the nearest major railway station, located about 10–15 km from Vrindavan. Fast intercity services already operate on this route: the Vande Bharat Express now zips to Mathura in just over an hour from New Delhi, alongside older Shatabdi and Intercity Express services. This conventional rail link is fully operational and is the practical rail gateway for the Heritage City site, since no station is planned within the notified Raya land parcel itself for conventional trains.

High-speed rail (bullet train) — proposed

The one rail project that names Raya specifically is the Delhi–Varanasi High-Speed Rail Corridor, India's proposed second bullet train line after Mumbai–Ahmedabad. Delhi–Varanasi High Speed Rail Corridor is India's second High-speed rail project after the Mumbai-Ahmedabad High Speed Rail Corridor, and the corridor will connect Varanasi to Delhi through 13 stations along with a 123 km long spur connecting Lucknow and Ayodhya. Reported figures for length and cost vary by source: some put it at around 865 kilometres long, expected to cost roughly Rs 1.21 lakh crore, while Wikipedia's more recent figure cites a 958-kilometre corridor costing around ₹1.71 lakh crore. Mathura is consistently listed as a stop: proposed stations are Delhi, Noida, Jewar Airport, Mathura, Agra, Firozabad, Etawah, South Kannauj, Lucknow, Ayodhya, Raebareli, Prayagraj, Pratapgarh, New Bhadohi and Varanasi.

Crucially for Raya, planning has moved beyond the generic Mathura stop. Plans for the Delhi-Varanasi bullet train corridor are moving forward, with the high-speed rail network set to connect key industrial townships being developed by YEIDA, and according to a report, two major stations are being planned near the Raya Urban Centre in Mathura and the Agra Urban Centre. The National High Speed Rail Corporation Limited (NHSRCL) has begun identifying land parcels near Itauli village in Mathura and Etmadpur Madra village in Agra, where stations for the semi-urban corridor are expected to come up. As of this reporting (June 2026), around 250 acres or more may be required at both the Agra and Raya urban centres for planned development linked to the rail corridor, but YEIDA officials said the consultant has sought time to make a detailed presentation before the CEO, and the authority has requested a complete project blueprint before fixing a schedule for the presentation — meaning this remains firmly at the pre-DPR, land-identification stage, not an approved or funded station. Nationally, the corridor's broader status is: the National High Speed Rail Corporation Limited (NHSRCL) has reportedly floated tenders for structural design work.

Metro and RRTS (Regional Rapid Transit System)

No metro or RRTS/Namo Bharat line currently under construction or approved runs to Mathura, Vrindavan, or Raya. The two RRTS corridors closest to this region run in different directions: the Delhi–Meerut RRTS is fully operational as of 22 February 2026, spanning 82.15 km from Sarai Kale Khan to Modipuram, and the Delhi–Alwar RRTS, which heads southwest toward Rajasthan rather than toward Mathura, is still in pre-construction, with construction likely to commence from August 2026, lasting until November 2031. Within the YEIDA region itself, the only metro-style extension mentioned in official material is local: metro rail service from Pari Chowk to Yamuna Expressway Sector 18 and 20 will be added in the future, according to officials — a short extension near Greater Noida, well north of Raya, not a line serving the Heritage City site. For now, the Delhi–Varanasi bullet train (see above) is the only rail-based mass-transit project that names a station near Raya, and even that is unconfirmed.

Freight corridors and ports

Uttar Pradesh's Mathura–Agra belt is not on the announced alignment of either the Eastern or Western Dedicated Freight Corridor, and no source reviewed for this page places a DFC alignment through the Raya site. As an inland location roughly 1,300+ km from the nearest major seaport, ports are not a relevant connectivity mode for Heritage City Raya; freight movement in and out of the area relies on the Yamuna Expressway and NH-19/Agra–Lucknow Expressway road network rather than rail freight or maritime links.

Road network internal to the plan

Within the notified Heritage City land, the master plan divides the site into thematic sectors — a Heritage Zone, wellness and Ayurveda clusters, hotel zones, a convention centre, and residential clusters — served internally by roads that connect out to the Yamuna Expressway via the proposed spur to Vrindavan. The UP government approved the creation of Heritage City in the Raya Urban Centre as per the Master Plan of 2031, planned on 800 acres of land along the Yamuna Expressway, as a Tourism Zone, aiming to ease congestion around the twin cities of Mathura and Vrindavan. Beyond the headline 7 km link road to Banke Bihari Temple, no separate internal road specifications (widths, sector-connecting roads) have been published in detail in the material reviewed; these are expected to be finalised as the DPR and construction packages progress.
