What was decided

DMIC IITGNL was notified as an Industrial Development Authority by the Government of Uttar Pradesh under Section 3(1) of the Uttar Pradesh Industrial Area Development Act, 1976, vide Notification Number 4478/77-4-18-12N-07(SHA) dated 31st December, 2018. This is a statutory declaration, not a company registration — it converted the project SPV into a state-recognised planning and land-allotment authority for its own notified area, on the same legal footing (under the same 1976 Act) as Noida, Greater Noida and Yamuna Expressway authorities.

Who was notified and why it matters

DMIC Integrated Industrial Township Greater Noida Limited (IITGNL) was declared as the fourth industrial authority in Gautam Budh Nagar, joining the other three industrial authorities in the district: Noida, Greater Noida and Yamuna Expressway. Under the notification, IITGNL gained the powers to sanction building maps, create layout plans, and plan urban areas within the township, as well as continue the process of allotment of industrial plots. Before this notification, the project's land administration depended on Greater Noida Industrial Development Authority (GNIDA); afterwards, IITGNL could exercise these functions directly and frame its own regulations.

The entity: a 50:50 Central–State SPV

DMIC Integrated Industrial Township Greater Noida Limited is a 50:50 joint venture SPV between the National Industrial Corridor Development & Implementation Trust (NICDIT) of the Government of India and Greater Noida Industrial Development Authority (GNIDA) of the Government of Uttar Pradesh, for development, operation and maintenance of the Integrated Industrial Township along with a Multi Modal Transport Hub and a Multi Modal Logistics Hub at Greater Noida. The township is described as the first smart industrial city being developed in UP under the Delhi Mumbai Industrial Corridor (DMIC), India's most ambitious infrastructure project.

Site details covered by the notification

IITGN comprises a total area of 302.06 hectares (747.50 acres), with industrial land accounting for 50.78%, commercial/mixed-use land for 5.83%, residential Group Housing and EWS Housing land for 11.13%, and green open space for 15.76%. The remaining area is accounted for by roads and internal infrastructure, which is not broken out as a separate percentage in the published land-use figures. The township was developed as an early-bird project in the Greater Noida region of the Delhi Mumbai Industrial Corridor, and is built near the intersection of the Eastern and Western Dedicated Freight Corridors, with the Eastern Peripheral Expressway to its south and the Delhi-Howrah broad-gauge railway line to its east.

Practical effect after the notification

The 2018 notification pre-dated the township's physical build-out and public launch by several years. By January 2019, IITGNL had already allotted industrial plots to four corporate houses — Haier Appliances India, Forme Trading, Satkriti Infotainment and Starion India — with investments worth more than Rs 3,500 crore.

On 25 January 2024, Prime Minister Narendra Modi formally dedicated the Integrated Industrial Township at Greater Noida (IITGN) to the nation, a project built at a cost of about Rs 1,714 crore. By that point, eight major companies — including Haier, Forme Mobile and Guru Amardass — had invested over Rs 4,000 crore in the township and created around 11,000 jobs.

Status as of the most recent scheme documents

Allotment activity under the statutory authority continues. As of a September 2025 scheme brochure, DMIC IITGNL was inviting online applications for allotment of industrial plots under an Industrial Land Allotment Scheme (Scheme Code IND-2025-01) for Green Non-Polluting Industrial Land Use, including Bio-Tech and R&D, across various plot sizes. Group housing and commercial plot schemes have also been run under the same statutory authority, with allotments made on a leasehold basis and payment/construction timelines fixed in each scheme's brochure — all issued under the powers conferred by the 31 December 2018 notification.

Frequently asked questions

What exactly did the 31 December 2018 notification do?

It declared DMIC IITGNL an Industrial Development Authority under Section 3(1) of the UP Industrial Area Development Act, 1976, giving the SPV its own statutory powers to plan, allot and administer land in its 302-hectare township site, rather than depending on Greater Noida Industrial Development Authority for these functions.

Which body issued the notification?

The Government of Uttar Pradesh, via Notification Number 4478/77-4-18-12N-07(SHA).

Who owns DMIC IITGNL?

It is a 50:50 joint-venture SPV between the National Industrial Corridor Development & Implementation Trust (NICDIT), representing the Government of India, and Greater Noida Industrial Development Authority (GNIDA), representing Uttar Pradesh.

How large is the site covered by this notification?

302.06 hectares (747.50 acres), split into industrial (50.78%), commercial/mixed-use (5.83%), residential Group Housing and EWS housing (11.13%), and green open space (15.76%).

Is the township only industrial, or does it include housing?

Both. The notified land-use plan includes industrial, commercial/mixed-use and residential (including EWS) categories alongside green open space, so it functions as a mixed industrial township rather than a purely industrial estate.

Has the township become operational since the notification?

Yes. Industrial plot allotments began within the year of notification, and Prime Minister Narendra Modi formally dedicated the completed township to the nation on 25 January 2024, at a stated project cost of about Rs 1,714 crore.

How does IITGNL's authority compare with Noida or Greater Noida Authority?

The 2018 notification put IITGNL on the same statutory footing as Noida, Greater Noida and Yamuna Expressway authorities as the fourth industrial development authority in Gautam Budh Nagar district, letting it sanction building plans, create layout plans and allot land within its own notified area.
