What Was Decided

DMIC IITGNL published a scheme brochure formally opening Scheme Code IND-2025-01, an online application window for allotment of industrial plots reserved for the Green Non-Polluting Industrial Land Use category. Presently, DMIC IITGNL invites online applications for allotment of Industrial plots under Green Non-Polluting Industrial Land Use (including Bio-Tech and R&D) having various plot sizes ranging across different requirements. The process of application and terms and conditions are set out in the brochure.

The brochure carries a September 2025 metadata date-stamp, consistent with the 1 September 2025 launch date given in the scheme title.

Who Decided It and Under What Legal Authority

The scheme is administered directly by DMIC IITGNL, which holds statutory status as an Industrial Development Authority. DMIC IITGNL has been notified as an Industrial Development Authority by Government of Uttar Pradesh under Section 3(1) of the Uttar Pradesh Industrial Area Development Act, 1976 vide Notification Number 4478/77-4-18-12N-07(SHA) dated 31st December 2018.

This means IITGNL — not the Greater Noida Industrial Development Authority (GNIDA) directly — is the statutory allotting authority for this specific scheme, though the township itself sits within the Greater Noida region and IITGNL functions as a DMIC-linked project entity. The registration/allotment/Lease will be governed by the provision of the U.P. Industrial Area Development Act 1976 (UP Act No. 6 of 1976) and rules and/or regulations made, or directions issued, under this Act and any other applicable laws.

Scope: Land Use Category and Plot Terms

The scheme covers plots earmarked for non-polluting industrial activity, with a specific carve-out for Bio-Tech and R&D uses. DMIC IITGNL invites online applications for allotment of Industrial plots under Green Non-Polluting Industrial Land Use (including Bio-Tech and R&D) having various plot sizes ranging across different requirements.

Applicants are not restricted to fixed plot sizes: the applicant can apply for a land based either on plot size or total area required. A separate, higher route exists for very large projects: the applicant only with mega and beyond projects and supported by written instructions by Government of Uttar Pradesh/INVEST UP may apply for allotment on that basis.

Application, Screening and Allotment Process

Payment and Lease Terms

Two payment routes are offered under the scheme:

On lease rent, the brochure states that lease rent shall be paid in accordance with clause 6 of the brochure and shall be payable along with applicable taxes. The date the allotment letter is issued is treated as the reference date for allotment: the date of issue of allotment letter shall be reckoned as date of allotment.

Cancellation carries financial consequences: the allottee has no right of claim or compensation, and processing fee, interest and other charges deposited till the date of cancellation shall be forfeited completely; the balance amount deposited shall be refunded without any interest, and any annual lease rent paid till date of cancellation shall be forfeited.

Where This Sits Within the Township

IITGN is a compact, already-developed DMIC township, not a greenfield land bank being carved out fresh — this scheme allocates plots within its existing planned footprint. The Integrated Industrial Township, Greater Noida (IITGN) is a world class smart industrial township developed as an early bird project at Greater Noida region of the Delhi Mumbai Industrial Corridor, comprising a total area of 302.06 Hectare (747.50 Acres) having industrial land (50.78%), commercial/mixed use land (5.83%), residential Group Housing and EWS Housing land (11.13%) and Green open space (15.76%).

Location context: the township, spanning 747 acres, is located southeast of Greater Noida, abutting the Eastern Peripheral Expressway and Delhi-Howrah railway line, just 11 km from Pari Chowk, with connectivity via the Boraki transit hub and Dadri logistics hub.

Practical Effect for Investors

For a business seeking land in IITGN, Scheme IND-2025-01 is the current, live route to acquire an industrial plot specifically zoned for non-polluting manufacturing, biotech or R&D use — as opposed to general industrial, commercial or residential categories handled under separate schemes by IITGNL or the adjoining Greater Noida Industrial Development Authority (GNIDA). The process of application and terms and conditions are mentioned in the brochure, and applicants should treat the document as the binding reference for eligibility, documentation, evaluation marks, and payment deadlines rather than relying on summaries.

Because allotment depends on a competitive, marks-based evaluation and a committee interview rather than open e-auction, this is a negotiated/vetted allotment route rather than a price-discovery auction — a distinction relevant to how quickly a plot can be secured and at what premium.
