Decision Details

In a letter issued on 18 February 2026, the Yamuna Expressway Industrial Development Authority informed the Infrastructure and Industrial Development Commissioner, Government of Uttar Pradesh, that land has been identified within the Authority's notified area for the two proposed cities.

In reference to Chief Minister Yogi Adityanath's proposed official visit to Japan and Singapore, the Authority had been asked to identify suitable land within its jurisdiction for Japan City and Singapore City and provide the necessary information. Accordingly, Sector 5A and Sector 7 have been proposed for these projects.

CEO R.K. Singh stated that the plan related to land acquisition for both cities has been prepared.

Operative Scope: Land Use and Zoning

Under the Authority's master plan, both Sector 5A and Sector 7 are designated as multipurpose industrial areas. In these sectors, a minimum of 70 percent land use has been earmarked for industrial purposes. Additionally, residential use has been capped at a maximum of 12 percent, commercial use at a maximum of 13 percent, and institutional facilities at a minimum of 5 percent. The letter states that these sectors can be developed as integrated industrial cities.

Land Area and Boundaries

For Japan City, 500 acres have been proposed in Sector 5A, Greater Noida. Similarly, 500 acres have been proposed in Sector 7, Greater Noida, for Singapore City.

Sector 5A is located within the Yamuna Expressway Industrial Development Authority's notified area in the Gautam Buddha Nagar district. The sector is positioned near the upcoming Noida International Airport at Jewar.

Development Approach

The development of these sectors is proposed to be carried out under the EPC, Engineering, Procurement and Construction, mode.

Land acquisition has been proposed for both projects. YEIDA chief executive officer R K Singh said that the authority has already identified suitable land parcels within its notified area and has prepared a land acquisition plan to facilitate timely development once approvals are secured.

Strategic Context and Purpose

The proposal was formulated in preparation for Chief Minister Yogi Adityanath's planned official visits to Japan and Singapore. Japan City is meant to be an integrated industrial area for Japanese companies, their suppliers and related industries.

The city is expected to include a Japanese-medium school, Japanese-speaking healthcare, izakayas (Japanese pubs) and a Japanese grocery store. YEIDA has earlier said employees of Japanese companies would get housing, schools and hospitals in their own environment.

The state expects the projects to create more than 10,000 jobs.

Subsequent Announcement

Following the formal proposal submission in February 2026, the Japan City development was publicly announced at the UP-Japan Investment Meet 2026. The Chief Minister announced the development of a dedicated "Japanese City" over approximately 500 acres in Sector-5A of the Yamuna Expressway Industrial Development Authority (YEIDA). This public announcement took place in August 2026, several months after the formal proposal had been submitted to the state government.

Status as of September 2026

The YEIDA proposal for Japan City remains under state government review as of September 2026. The authority has completed the land identification and land acquisition planning phase. Formal government approval and land acquisition authorization from the state government are pending. No development timeline has been formally announced by either YEIDA or the state government.
