Japan City (YEIDA Sector 5A) Master Plan: Status, Land Use and Timeline

Japan City is a proposed Japanese industrial-cum-residential township earmarked for Sector 5A of the Yamuna Expressway Industrial Development Authority (YEIDA) area, near the Noida International Airport. As of September 2026 it is at the proposal and land-identification stage, governed by YEIDA's overarching Master Plan 2041 rather than a separate, standalone master plan of its own.

What Japan City Is — and What It Isn't Yet

At the UP-Japan Investment Meet 2026, Chief Minister Yogi Adityanath announced plans for a dedicated Japanese City spread across approximately 500 acres in Sector 5A of the Yamuna Expressway Industrial Development Authority (YEIDA). The proposed Japanese City will offer industrial, commercial and residential facilities for Japanese companies and citizens, forming part of Uttar Pradesh's efforts to deepen investment and technology ties with Japan.

This is a fresh, sector-specific allocation rather than a separate legally notified township with its own master plan. The Yamuna Expressway Industrial Development Authority (YEIDA) had formally sent a proposal to the Uttar Pradesh government for the development of Japan City and Singapore City, informing the state in a letter dated February 18, 2026 that land had been identified within its notified area, with YEIDA CEO R.K. Singh stating that preparations related to land acquisition for both cities had been completed. Note: an earlier, separate initiative also referred to as a "Japanese City" plot scheme in YEIDA Sector 10 was reported in late 2023 — this is a distinct, older concept from the current Sector 5A proposal and should not be confused with it.

Planning Horizon: No Standalone Plan, One Parent Document

Japan City does not have its own published master plan document. It sits within land parcels governed by YEIDA's region-wide Master Plan 2041. The plan is conceptualized by YEIDA to channelize and foster developments in a planned manner, with a Perspective Plan for the entire notified area and a Draft Master Plan prepared in the first phase, envisioning the YEIDA area as one with industry as its main economic activity, supported by residential, commercial and institutional uses. The 2041 plan itself was drafted by MaRS Planning & Engineering Services, a private firm contracted by the authority, a Ahmedabad-based consultancy (MaRS Planning & Engineering Services Pvt. Ltd.) engaged for the Yamuna Expressway Industrial Development Area (Phase-I) master plan.

Because Japan City is carved out of an existing multipurpose industrial sector rather than being a freshly notified new town, it inherits the land-use ceilings of that sector rather than having bespoke ones drawn up for it.

Land-Use Split (Sector 5A Norms Applied to Japan City)

Sector 5A and Sector 7 in Greater Noida — under YEIDA's master plan — are designated as multipurpose industrial areas, with at least 70 percent of land earmarked for industrial use, residential use capped at a maximum of 12 percent, commercial use at up to 13 percent, and institutional facilities accounting for a minimum of 5 percent. A separate report on the announcement gives the same figures: under this master plan, 70% of the area is to be dedicated for industrial purposes, 12% for residential, 13% for commercial, and the remainder for institutional facilities.

These are sector-level planning norms rather than a bespoke Japan City land-use table; no separate, Japan City-specific percentage breakdown has been published as of September 2026.

Total Area vs Area Developed by Target Year

Only one area figure has been made public: a dedicated Japanese City spread across approximately 500 acres in Sector 5A of YEIDA. No YEIDA document or news report reviewed distinguishes a separate 'phase-1 developed area' from this total for Japan City specifically — unlike some other YEIDA projects (e.g., Film City, Sector 32 industrial plots), no interim developed-hectare figure or phase-wise built-out target for a specific year has been announced for Japan City itself. Any claim of a smaller 'Phase 1' footprint for Japan City would be speculative and is therefore not included here.

Timeline of Confirmed Milestones

Population & Employment Targets

No official population or employment target specific to Japan City has been published as of September 2026. For context only — not as a Japan City figure — YEIDA's region-wide Master Plan 2041 estimates the wider YEIDA-governed region will inhabit 41.7 lakh people by 2041, requiring eight lakh homes, 1,200 hectares of commercial space and 4,000 hectares of industrial land. Separately, at the same investment meet where Japan City was announced, unrelated but co-located manufacturing plants gave their own job figures: Escorts Kubota's proposed facility in YEIDA Sector 10 was allotted 154 acres, involving investment of around Rs 2,029 crore and expected to create approximately 4,000 jobs, while Minda Corporation is investing INR 1,166 crore across two YEIDA projects with around 6,440 employment targets. These are separate projects and should not be read as Japan City's own jobs figure.

YEIDA has revealed a roughly 1,000-acre combined plan to establish a 'Mini Singapore' and Japan City in Greater Noida, outlining the creation of two dedicated integrated industrial hub townships along the Yamuna Expressway. The authority has also been in talks with the Japan External Trade Organisation (JETRO) to chart out investment possibilities for the Japanese-linked sector.

Where to Find Official Plan Documents

YEIDA's official Master Plan 2041 page — the parent document under which Sector 5A land-use norms fall — is published on the authority's own website: yamunaexpresswayauthority.com — Master Plan. As of September 2026 no separate, standalone Japan City master-plan document, notification, or RERA filing has been located; any future scheme brochure or notification specific to Japan City would be expected to appear on the same official YEIDA site under its plot-scheme section. Frequently asked questions

Is Japan City in YEIDA officially notified yet?

No. As of September 2026 it is a proposal with land identified, formally put to the Uttar Pradesh government and publicly announced at the UP-Japan Investment Meet 2026, but it has not been notified as a standalone scheme with its own plot allotment or RERA registration.

How big will Japan City be?

The size announced is approximately 500 acres (roughly 202 hectares) in Sector 5A of YEIDA.

Is the 2023 'Japanese City' in Sector 10 the same as this Japan City?

No. A separate, earlier initiative also called a Japanese City plot scheme was reported for YEIDA Sector 10 in November 2023. The current Japan City proposal is a distinct, newer plan for Sector 5A announced in 2026.

What land-use split will apply to Japan City?

Japan City falls under Sector 5A's existing multipurpose industrial zoning, which caps land use at a minimum of 70% industrial, maximum 12% residential, maximum 13% commercial and a minimum of 5% institutional use.

Does Japan City have its own master plan document?

No standalone Japan City master plan has been published. It is governed by YEIDA's broader Master Plan 2041, prepared by consultancy MaRS Planning & Engineering Services.

Is there a Korean City too?

Yes. YEIDA has proposed a twin project, a Korean City, in the neighbouring Sector 4A, alongside Japan City in Sector 5A.

What population or jobs will Japan City create?

No official population or employment target specific to Japan City has been released as of September 2026. Only the wider YEIDA region has a published 2041 population target (41.7 lakh people), which is not a Japan City–specific figure.
