MEDA Invites Bids for Project Management Consultant, Holds Pre-Bid Meeting for Mohiuddinpur Township Layout Plan

Land for the project is being purchased from farmers on a mutual-consent basis rather than through compulsory acquisition, with the state government having released a Rs 200 crore budget to MEDA to begin land purchase. The township's secretary at the time noted the site's proximity to the Meerut South RRTS station (about 1.3 km), the DFC corridor (about 1.5 km), the Delhi–Meerut Expressway, and the Haridwar bypass (about 2 km), making it convenient for Delhi–NCR residents.

Land assembly and phasing

The township is being developed in two phases across the four villages. Phase 1 takes land from Mohiuddinpur and Chhajjupur — about 141.88 hectares combined — while Phase 2 takes land from Ikla and Kayastha Gawdi. Village-wise, MEDA planned to buy roughly 111.79 hectares from Mohiuddinpur, 130.81 hectares from Kayastha Gawdi, 21.97 hectares from Ikla and 30.09 hectares from Chhajjupur.

Around 750 farmers are affected by the Phase 1 land purchase across Chhajjupur and Mohiuddinpur, which was budgeted at roughly Rs 1,007.34 crore. Land purchase (rather than acquisition) has been the chosen mechanism throughout, with MEDA compensating landowners under negotiated agreements.

The finished layout is planned across 31 zones combining Phase 1 and Phase 2, and by August 2025 the state government had released about Rs 850 crore for the project, with roughly 123 hectares purchased and fencing under way to take possession of the land.

Planning intent: mixed use, 2050 horizon

The project's defining feature is its mixed land-use model, under which residential flats, shopping complexes and industrial activity are meant to be accommodated on different floors of the same buildings, with plots also reserved across EWS, LIG, MIG and HIG income categories.

Under MEDA's plan, an IT zone within the township is intended to host around 50,000 offices employing roughly 1.66 lakh people, with more than three lakh workers expected at the site overall, alongside 41,575 planned housing units meant to accommodate around 1.85 lakh residents. The 2050 horizon year cited for the layout plan indicates the scale of infrastructure (roads, utilities, sector capacity) the PMC is expected to design for, rather than a target completion date for the whole township.

Ground milestone: the foundation stone

The PMC tendering follows an earlier political and ceremonial milestone. Chief Minister Yogi Adityanath laid the foundation stone (bhoomi pujan and shilanyas) for the new township at the Mohiuddinpur site on 4 August 2025, arriving from Lucknow via Saharanpur for the event. That ceremony marked the formal launch of construction-stage activity, distinct from the April 2026 PMC bidding process, which concerns the technical planning and supervisory apparatus for the colony rather than construction itself.
