Centre Notifies Polymatech Electronics' Semiconductor SEZ at Mandir Hasaud, Nava Raipur

What was decided

The Ministry of Commerce and Industry, Department of Commerce, Government of India, notified Polymatech's Special Economic Zone for the manufacturing of semiconductors and electronic components at Mandir Hasaud, Nava Raipur, Atal Nagar, Chhattisgarh. The notification, issued as S.O. 3675(E) and published in the Gazette of India, notifies 10.13 hectares of land comprising Plot Nos. 17/A, 17/B and 16/1A for the Special Economic Zone.

This is a formal SEZ notification under the Special Economic Zones Act, 2005 — the legal step that brings a specific, surveyed parcel of land inside the SEZ regime, distinct from an in-principle approval or a land allotment by the local development authority.

The Government of India had earlier granted the Letter of Approval for the development, operation and maintenance of the SEZ on 9 June 2026. The Letter of Approval (LoA) is the Board of Approval's clearance for a developer to set up and run an SEZ; the subsequent Gazette notification is the step that legally constitutes the demarcated land as an SEZ under the Act, triggering the zone's duty and tax framework for that specific area.

The notified SEZ is described as an important milestone in Polymatech's plan to strengthen India's semiconductor and electronics manufacturing capability.

Regulatory context: why 10.13 hectares is enough

The size of the notified zone reflects a 2025 change to national SEZ rules. According to a gazette notification issued by the Ministry of Commerce and Industry, the minimum land requirement for setting up such SEZ units has been reduced from 50 hectares to 10 hectares. The Department of Commerce amended the Special Economic Zones (SEZ) Rules, 2006, effective from June 3, 2025.

SEZs set up exclusively for semiconductors or electronics now require a minimum contiguous land of 10 hectares, reduced from the earlier requirement of 50 hectares. Polymatech's 10.13-hectare notification at Mandir Hasaud is one of the early instances of a semiconductor-dedicated SEZ being notified under this relaxed threshold.

What the site is for

The facility is expected to support export-oriented manufacturing, advanced electronics production and the development of a globally competitive semiconductor and electronic components ecosystem from Chhattisgarh.

Separately reported industry coverage indicates the company's broader Nava Raipur landholding is larger than the notified SEZ footprint: the company has secured an additional 25 acres in Atal Nagar, Nava Raipur, bringing its total land holdings to 35 acres. The SEZ notification of 10.13 hectares (roughly 25 acres) covers a defined portion of that holding under the three named plots, not the entire land bank.

Practical effect and what happens next

Polymatech will continue to work with the relevant authorities for implementation, infrastructure development and operationalisation of the notified SEZ. Polymatech intends to develop the SEZ through its own resources and a capital-disciplined approach, in line with the company's long-term focus on self-reliant capability building across critical parts of the semiconductor and electronics value chain.

Notification does not by itself mean the plant is operational. It confers SEZ legal status on the plot, which typically unlocks duty and tax benefits for the developer and future unit-holders once operations, unit approvals and customs bonding formalities are completed — those subsequent steps are separate from this notification and have not been reported as complete as of July 2026.

On the wider group's manufacturing roadmap, one trade report notes additional sapphire ingot pullers will be deployed at the notified Polymatech SEZ at Nava Raipur, Atal Nagar, Chhattisgarh, as part of the Group's planned expansion of advanced semiconductor materials manufacturing in India.

Background: how the Nava Raipur project arrived at this point

Polymatech first flagged plans for a Chhattisgarh manufacturing site in 2024, initially framed around GaN-based chips for telecom infrastructure. This plant will focus on producing semiconductor chips and base stations essential for the development of 5G and 6G networks, leveraging advanced Gallium Nitride (GaN) MMIC technology, backed by a ₹1,143 crore investment announced at the Chhattisgarh Investor Connect 2024 event.

By September 2025, the company had expanded its land position and signalled intent to seek SEZ status once the smaller-footprint rule took effect: in light of recent reforms by the Government of India, which have reduced the minimum land requirement for SEZs dedicated to semiconductor or electronics manufacturing to 10 hectares, Polymatech intends to apply for SEZ status under the SEZ Act, 2005. The Letter of Approval followed on 9 June 2026, and the Gazette notification of the specific 10.13-hectare parcel followed roughly a month later.
