New Noida (DNGIR) Master Plan: Area, Phases, Land Use & Targets

New Noida, officially the Dadri-Noida-Ghaziabad Investment Region (DNGIR), is a Noida Authority-led plan to build a new industrial and residential city on land spanning roughly 209 sq km in Gautam Budh Nagar and Bulandshahr districts, to be built out in four phases through 2041.

Scale: total plan area vs. area developed by each target year

The DNGIR master plan is not built out all at once. The full notified planning area is reported as approximately 209.11 sq km, which different official-adjacent summaries convert to roughly 20,911 to 21,101 hectares. The land of 80 villages will be purchased in order to establish New Noida, which will occupy 209.11 square kilometres, or 20,000 911.29 hectares, for which a notification will also be issued. A separate contemporaneous report put the approved figure at 21,101 hectares. This small variance across sources likely reflects rounding and survey updates rather than a plan change, so treat the area as "approximately 209 sq km / ~21,000 hectares" rather than an exact number.

Crucially, this total is a 2041 end-state, not the area developed at any earlier date. The development will occur in four phases, with the first phase targeting the acquisition of 3,165 hectares by 2027. Subsequent phases will expand the project area, with plans to acquire nearly 21,000 hectares by 2041. In other words, only about 15% of the eventual planning area is targeted for the first phase; the remaining ~85% is added progressively over the following phases.

Phased development: hectares and target years

The Noida Authority's draft, prepared with planning support, divides DNGIR into four phases with cumulative land added at each stage:

Land-use split

The approved plan sets out a land-use allocation that is consistently reported across multiple summaries of the Noida Authority draft:

Because different secondary sources round the institutional/education and roads shares slightly differently (8% vs 9%, and roads sometimes shown as a separate 15% line), treat the percentages below as indicative of the plan's broad industrial-led character rather than a precise, final zoning schedule.

Population and economic goals

With an anticipated population of around 600,000, New Noida will feature commercial and institutional zones alongside its industrial core. No official, sourced numeric employment target (e.g., total jobs to be created) was found in the material reviewed; public materials describe the industrial zoning and Delhi-Mumbai Industrial Corridor linkage in qualitative terms only. As part of the Delhi Mumbai Industrial Corridor (DMIC), it will connect key industrial clusters, enhance trade logistics, and create vast employment opportunities. A logistics hub is also planned: A 1,500-hectare logistics hub is also planned near Chola station, conveniently located near the airport.

Planner, authority and approval process

The master plan has been driven by the Noida Authority, with planning input from the School of Planning and Architecture. The School of Architecture and Planning (SAP) has been working on the plan. It presented the draft plan to the Noida Authority, suggesting a few amendments. A GIS-based system underpins the plan for investor-facing information: According to the officials of the Noida Authority, it will develop a Special Economic Zone (SEZ) under the project to attract industrial units, including industrial estates, agro-based industries, food processing zones, skill development centres, knowledge hubs, logistics hubs and integrated townships. The officials said that SAP would prepare the master plan using a geographical information system (GIS) to help investors access plot and infrastructure information.

On timeline: It was submitted to the government for approval on January 12, 2024, following a request for objections in September 2023. The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, has given its approval. Now that the state government has given its approval, the master plan's development will get underway. Following approval, authorities have also allocated a budget of 1000 crore for land acquisition from 80 villages. As of early 2026, land survey and acquisition activity in Bulandshahr-area villages was reported to be underway, though Phase 1's 2027 target had not yet been reached.

Roads and connectivity framework

The plan includes a tiered internal road hierarchy: New Noida will feature a three-tier road network integrated through the Dadri-Noida-Ghaziabad Investment Region (DNIGR). Key roadways of this network include one arterial road of 40.68 km, a second arterial road of 98.34 km, and a 126.09 km sector road. These roads will be interconnected through a broad 130-meter grid road to ensure seamless transportation across the city. The region also sits along the Delhi-Mumbai Industrial Corridor and Dedicated Freight Corridor alignments and near the under-development Noida International Airport at Jewar, which planners cite as a driver of the industrial zoning.

Where to find the official plan documents

The Noida Authority (New Okhla Industrial Development Authority) publishes master-plan material on its official website, including a section on the master plan for Noida, and has previously hosted a draft DNGIR 2041 master-plan report on its site. Government of Uttar Pradesh's investment portal has also archived press coverage of the approval. We do not reproduce the plan document itself here; consult the links in the Sources section below for the original filings and any subsequent notifications, since village lists and exact phase boundaries can be amended after public objections.

Frequently asked questions

What is New Noida / DNGIR?

It is a Uttar Pradesh government-approved plan, led by the Noida Authority, to build a new city — the Dadri-Noida-Ghaziabad Investment Region — on land in Gautam Budh Nagar and Bulandshahr districts, focused on industry, housing and connected infrastructure.

How big is New Noida's total planned area?

Sources put the notified planning area at approximately 209.11 sq km, converted variously to about 20,911 to 21,101 hectares. Treat this as an approximate figure since reported conversions differ slightly.

Is the whole area developed by 2027?

No. Phase 1 targets only 3,165 hectares by 2027 — a fraction of the full plan. The remaining area is added in Phases 2 through 4, reaching the full planning area only by 2041.

What share of the land is for industry vs housing?

Reported land-use splits show about 40% for industrial use, 13% for residential, and 18% for green/recreational space, with the remainder split across roads, commercial and institutional uses (including education).

How many villages are affected?

Reports vary between 80 and 84 villages across Gautam Budh Nagar and Bulandshahr districts; the exact, final notified list has not been consistently confirmed across sources reviewed.

Who prepared the master plan?

The Noida Authority worked with the School of Planning and Architecture on the draft, which was submitted for state government approval in January 2024 and approved by the Uttar Pradesh government in October 2024.

What is the population target for New Noida?

Public summaries of the plan cite an anticipated population of around 600,000 (six lakh) once fully developed.
