Special camps will be held in 37 first-phase villages, where land acquisition will proceed based on mutual consent. Then, industrial plots will be marked and allotted to manufacturers and logistics firms. Phase 2 (2027–2032) will add 3,798 hectares for heavy industrial clusters. The full 8,230-hectare build-out extends to 2041.

DNGIR was first announced by the State government in January 2021. It is a large-scale plan under Master Plan 2041, aimed at boosting industrial and urban growth along this key corridor. The DNGIR Master Plan 2041 allocates 40% for industrial use, 13% for residential, and 18% for green spaces.
