Who runs the authority, and how it is structured

The Vice-Chairperson will be the Additional Chief Secretary, Principal Secretary or Secretary of the Urban Development and Housing Department. Senior officials from finance, industries, tourism, environment, energy, water resources, road construction and other departments will be members, and a Special Secretary-level officer or above will be appointed as the Chief Executive Officer.

The Bill also proposes financing arrangements. The authority will be empowered to mobilise resources through government grants, budgetary support, bonds, debentures and other approved financial instruments, and will also be authorised to collect fees, charges and cess to support development activities.
