What Was Decided

The YEIDA Board approved the draft master plan 2041 at its 78th board meeting on September 13, 2023. The Authority received approval for its Master Plan 2041, which envisions the development of a high-level infrastructure hub designed for seamless connectivity. The plan targets a population of 37 lakh within a 769-square-kilometer urbanizable area.

The draft mainly includes connecting the notified area up to Chola Railway Station (in Bulandshahr district) with Jewar Airport by road and rail and its surrounding areas. In February 2023, the state government included 55 villages from Khurja and Secunderabad tehsils of Bulandshahar district within the YEIDA area. The agency responsible for the master plan was instructed to incorporate these newly added villages, as well as the Chola railway station, in order to promote planned and inclusive growth in the region.

Operative Land-Use Allocations

8,445 hectares have been earmarked for industrial and mixed-use development, while significant portions are dedicated to residential (6,806 hectares), green belts (5,544 hectares), and transportation infrastructure.

Additional allocations per sources include: 20% to industrial development, 24% to commercial and institutional facilities, 22% to green belts and recreational spaces, 15% to transport links, and 19% to residential sectors. The plan includes a 480-hectare CBD and 8,445 hectares of industrial and mixed-use zones.

Mega Projects Within the Plan

The economic anchor is the Noida International Airport, surrounded by a planned Aerocity, Olympic City, Film City, Semiconductor Park, Electronics Cluster, and Medical Device Park — creating a diversified economic base that supports tens of thousands of MSME businesses across the supply chain.

Taiwan City will be developed across 300 acres in Sector 6, with plots to be allotted to Taiwan-based companies. The project is expected to create a cluster of electronics, semiconductor, information and communications technology (ICT) and other high-tech manufacturing companies in the Yamuna City region.

YEIDA has also approved a 500-acre medical hub in Sectors 13 and 14, where plots will be allotted to medical and healthcare companies. The medical device park will be North India's first dedicated medical device park, which will be spread over 350 acres. The authority plans to develop a 100-125-acre pharmaceutical formulation manufacturing cluster in Sector 6.

Boundary & Geographic Scope

YEIDA Master Plan covers 55 villages in Bulandshahr and 131 in Gautam Budh Nagar, with the total area spanning 769 sq km, up from the initial 583 sq km. The designated area of YEIDA spans six districts: Bulandshahr, Gautam Budh Nagar, Aligarh, Mathura, Hathras, and Agra, covering 3,352 square kilometers. However, Phase 1 of Master Plan-2041, which encompasses 759 (sq.km) of Gautam Buddh Nagar and Bulandshahr, is the main focus.

Development Timeline & Phasing

According to the master plan prepared by MARS Planning and Engineering Services, these areas will be developed in two phases. In Phase 1, 171 villages covering 583.97 sq km will be developed, while in Phase 2, 1,016 villages covering 2104.65 sq km will be developed. In the first phase, some 321.67 sq km of land is supposed to be urbanised, where a population of nearly 35 lakh is expected to live.

A key focus of the plan is the expansion of the aviation hub around Noida Airport in Jewar, with the airport area increasing from 5,000 to 6,286.7 hectares.

Supporting Infrastructure Decisions

A three-tier road network is being constructed, comprising a First Arterial Road spanning 40.68 km, a Second Arterial Road covering 98.34 km, and Sector Roads extending over 126.09 km. These roads, interconnected through a broad 130-metre grid road, will cater to the growing demands of the expanding city.

Abhyudaya Composite Schools under NEP 2020 and 266 institutional allotments for hospitals and care centres are already in progress.

Practical Effect & Implementation Status (as of September 2026)

Phase 1 of Jewar Airport, spread over 1,334 hectares, was formally inaugurated on 28 March 2026. YEIDA has allotted 30,012 residential plots and constructed 6,413 affordable flats. Abhyudaya Composite Schools under NEP 2020 and 266 institutional allotments for hospitals and care centres are already in progress.

Recent supplementary approvals strengthen implementation: The YEIDA on Monday took several important proposals related to industrial development, medical education, pharmaceuticals, medical devices, transportation, sports and farmers at its 92nd Board meeting in Greater Noida. Initiatives such as a medical hub, university township, international stadium, interstate bus terminal, Taiwan City and pharmaceutical manufacturing cluster are expected to create new avenues for investment and employment in the region.

Taiwan City & Taiwan-Based Industry Zone — Specific Approval

The Yamuna Expressway Industrial Development Authority (YEIDA) has approved the development of a dedicated Taiwan City and a large medical hub in its area, in a move aimed at attracting high-tech manufacturing, healthcare and pharmaceutical investments to the region. The Taiwan City will be developed across 300 acres in Sector 6, with plots to be allotted to Taiwan-based companies.

The project is envisaged as a dedicated ecosystem for Taiwanese companies and their supply-chain partners. It is expected to attract high-value investments, generate employment and provide local MSMEs with opportunities to integrate into global manufacturing supply chains.
