What Happened: Mitsui's Expression of Interest

During a recent trip of YEIDA and state government officials to Japan, Mitsui expressed its desire to develop a logistics park at Tappal-Bajna. This represents a major signal of foreign investor confidence in YEIDA's planned logistics infrastructure near the soon-to-open Noida International Airport (Jewar). The specific announcement came as part of broader discussions around India's logistics modernization.

The Site: Strategic Logistics Hub

Tappal-Bajna Urban Centre will be developed in 11,104 hectares, with the Authority giving priority to industrial townships, logistics and warehousing activities given its proximity to Noida International Airport. The MMLP shall provide excellent transport links via rail and road, custom clearance facilities, single-window services, and value-added services. Tappal is a small city near Jewar where the Noida International Airport is being built, and falls along the Aligarh-Palwal Road in Aligarh district. Bajna is positioned along the Hodal-Hassanpur Road in Mathura district near the Vrindavan intersection of the Yamuna Expressway.

The Project: Multimodal Logistics Park Specification

The logistics park is part of YEIDA's Master Plan 2031 (Phase II) and is set to occupy 364 acres within the Tappal-Bajna Urban Centre. The park, which is estimated to cost around INR 1,040 crore, will be developed in three phases, with the first phase covering 205 acres, including 154 acres dedicated to logistics operations. To be built on the public-private partnership model, Rs 1,079 crore will be spent on the park's development over 364 acres of land along the Yamuna Expressway.

Land Acquisition Pathway

The Yamuna Expressway Authority will start the process to acquire land for the proposed logistics park in Tappal-Bajna Urban Centre. Land acquisition policy will be used for taking over 250 hectares for developing the first phase of the logistics park in Tappal Bajana, and a proposal to acquire land for the logistics park project is likely to be sent to the district administration next month. In 2023, it issued a notification to acquire 736 hectares and is currently conducting a social impact assessment (SIA).

Government Financing and Governance

The UP government granted an interest-free loan of Rs 1,779 crore to the Yamuna Expressway Authority for acquiring over 1220 hectares of land for the proposed logistics park in Tappal-Bajna Urban Centre and other industrial parks, with the Authority contributing an equal amount and repaying the state loan in 25 years. The projects will be developed under Master Plan 2031's phase 2.

Challenges: Encroachment and Unauthorized Development

Since the 2022 announcement, the project has faced significant headwinds. In December, YEIDA's CEO, Arun Vir Singh, raised concerns about the rapid emergence of unauthorized colonies across 90 villages in the area. Unauthorized residential developments persist, with plots being sold to buyers from Delhi-NCR at prices between Rs 15,000 and Rs 25,000 per square meter, and commercial plots along the Yamuna Expressway fetching higher rates. YEIDA has initiated anti-encroachment drives and issued bans on residential registrations, notifying the local administration to protect land integrity for industrial use.

What's Next: Tender Timeline and Development Roadmap

The Yamuna Authority was planning to invite tenders for the Logistics Park by the end of 2022, to be built on a public-private partnership model. The logistics park, part of YEIDA's Master Plan 2031 (Phase II), is set to be developed on 364 acres within the Tappal-Bajna Urban Centre—a 27,438-acre industrial and residential township near the Noida International Airport—with the aim to address the growing cargo demands of NCR and nearby regions. Completion of land acquisition and anti-encroachment operations remain critical path items before developer procurement can advance.
