GO-Ms-17: Andhra Pradesh Ratifies IBM, TCS and L&T MoUs for Amaravati Quantum Valley Tech Park

What the Government Order Did

GO-Ms-17 is an administrative ratification order, not the underlying deal itself. IT, E&C Secretary to the state government, Bhaskar Katamneni, issued GO-Ms-17 for ratification of the three MoUs on the Quantum Valley project, which were entered into between the state government and IBM, TCS, and L&T. In other words, the order formally records and endorses agreements that had already been signed by the Chief Minister's office roughly a month earlier, giving them standing within the state's official file/record system.

The Chief Minister said it's a pride for AP to have India's first Quantum Valley Park in Amaravati, and, referring to his past success in building Hyderabad's HITEC City in 15 months, expressed confidence that Quantum Valley could be constructed faster. The government has said that "inspired by the success of Hyderabad's HITEC City," a similar IT hub in Amaravati is being conceived with a focus on quantum technologies.

The Underlying MoUs: What Was Signed, and When

Ahead of Amaravati's relaunch, Chief Minister Nara Chandrababu Naidu unveiled the Quantum Valley plan, with the government to deploy the country's most powerful quantum computer in partnership with IBM, TCS and L&T. At an event at his residence in Undavalli, CM Naidu oversaw the signing of the MoUs with IBM, TCS and L&T to establish India's first full-fledged quantum computing ecosystem. This signing took place on 2 May 2025, ahead of the Prime Minister's visit for Amaravati's formal relaunch.

The government was in touch with IIT Madras, TCS and IBM to explore potential partnerships before these preliminary engagements laid the foundation for the formal agreements and the unveiling of the Quantum Valley project in Amaravati.

What Each MoU Covers

• IBM: The MoU with IBM focuses on establishment of advanced quantum computing infrastructure within the Quantum Valley Tech Park, anchored by deployment of IBM's 156-qubit Quantum System Two — the most powerful quantum computer accessible in India — along with access to IBM's quantum expertise, research collaborations and educational resources.
• TCS: The MoU with TCS outlines its role in providing comprehensive quantum computing services and solutions, and contributing to talent development through training programmes and academic collaborations. Separately, TCS will facilitate quantum accessibility across 43 research centers spanning 17 states.
• L&T: The MoU with L&T aims at bringing its engineering expertise and project management acumen to the project, helping enable use of its extensive clientele network to bring new start-ups to the sector.

Site and Physical Details

The Quantum Valley Tech Park is being developed on a 50-acre site located between the villages of Uddandarayunipalem and Lingayapalem in Amaravati. The foundation stone was inaugurated by Chief Minister Chandrababu Naidu, along with Nara Lokesh and Union ministers Pemmasani Chandrasekhar and Jitendra Singh, on 7 February 2026, together with L&T, IBM, TCS and other startups.

The Government of Andhra Pradesh has since begun construction on the Quantum Valley Tech Park in Amaravati, the future home of the country's first IBM quantum computer.

Timeline: From Announcement to Current Status (as of July 2026)

The publicly stated timeline has shifted several times:

• Initial target: officials confirmed that the Quantum Valley Technology Park was scheduled for completion and launch by January 1, 2026.
• Revised phasing: the project is set to be implemented in phases, with main infra targeted for completion by August 2026.
• Foundation stone: laid 7 February 2026 (see above) — after the original January 2026 launch date had already passed.
• Current hardware target (as of July 2026): the IBM Quantum System Two deployment is planned to be fully commissioned and integrated into the local tech park by September 2026.
• Full build-out: a separate account of the project puts full building completion by December 2026.

Readers should treat the January 2026 date as a superseded target and September–December 2026 as the current working range for the physical park and IBM hardware, based on the most recent sources available as of July 2026.

Implementation Structure

The Chief Minister said the site has been shown to L&T and the government called for simultaneous development of the main quantum facility and its innovation ecosystem, with two committees to be constituted to fast-track execution — one focusing on infrastructure and the other on building the ecosystem.

A two-phase roadmap has also been described publicly: Phase 1 (2025–2027) is to focus on infrastructure development, education, and pilot programs, while Phase 2 (2027–2030) pushes towards commercialisation and exports.

Investment and Jobs Claims

It is planned that the quantum technology hub will attract investment worth 1 billion US dollars. On employment, figures cited by officials vary by source and date: one account has the Chief Minister stating Amaravati Quantum Valley will generate over 1 lakh jobs and many more in research and innovation, while a separate later account describes a park designed to accommodate around 90,000 professionals. Both figures are projections tied to the park's eventual build-out, not confirmed current employment.

Practical Effect of GO-Ms-17

GO-Ms-17's practical effect is administrative: it converts the May 2025 MoUs signed at the Chief Minister's residence into a formally ratified government record, clearing the way for the state's IT, E&C Department to proceed with land allocation, committee formation and coordination with IBM, TCS and L&T on execution. It does not itself set final land rates, RERA registration, or a legally binding completion date — those elements, where they exist, would appear in subsequent orders, tenders or definitive agreements not covered by this ratification order.
