Naidu Inaugurates Phase 2 of E-3 Seed Access Road with Two Steel Bridges at Undavalli

The Event: Two Bridges Inaugurated

Chief Minister Naidu unveiled a plaque at Undavalli to mark the inauguration of the steel bridges linked to the Seed Access Road and subsequently inspected the bridges on foot. Naidu inaugurated the road and bridges at Undavalli on Thursday morning and addressed a public meeting at the site.

The newly opened 3.92-km Phase-2 includes two major steel structures — a 110-metre bridge over the Buckingham Canal and a 280-metre bridge spanning Kondaveeti Vagu and the Guntur Channel — built at a combined cost of Rs 82 crore.

Strategic Importance for Connectivity

These bridges establish direct access from Vijayawada and Mangalagiri into Amaravati while easing traffic pressure on the Karakatta road. The Seed Access Road (E3) is emerging as a major connectivity corridor for Amaravati, linking key locations and strengthening access across the capital city.

The 21.77-km Seed Access Road is being developed as a key nine-lane artery intended to provide direct connectivity to the major administrative and institutional centres of Amaravati. The road will connect the High Court, Secretariat, Assembly and MLA and MLC quarters, besides providing access to different parts of the capital through 27 connecting roads.

Project Scope and Route

Constructed by the Capital Region Development Authority at an estimated cost of Rs 1,519 crore, the 21.77-km E-3 Seed Access Corridor spans from Dondapadu to NH-16 near Tadepalli, passing through Rayapudi, Venkatapalem, Penumaka and Undavalli.

The corridor integrates road connectivity with BRTS, dedicated cycle tracks, sidewalks, green belts and essential utility infrastructure.

Completion Status and Future Phases

While the 14.35-km Phase-1 stretch was completed earlier, the newly opened 3.92-km Phase-2 includes the two major steel structures. A final 3.50-km Phase-3 elevated corridor will connect the network directly to the national highway at Tadepalli.

Broader Capital Development Vision

Naidu outlined five core principles guiding Amaravati's development: zero overhead electric poles, abundant water bodies, extensive green cover, 100 per cent green energy integration, and a dedicated Quantum and Deep-Tech ecosystem.

He also expressed gratitude to the Central Government for sanctioning the 190-km Outer Ring Road and 96-km Inner Ring Road, with the fully developed capital expected to be formally dedicated to the nation in 2028.

MLA and MLC Quarters Handover

After the inauguration, Naidu travelled along the new road to the MLA and MLC quarters, where CRDA officials handed over the keys to the completed accommodation. Nine towers have been completed— six designated for MLAs and three for MLCs— out of the 12 originally planned.
