Union Cabinet Approves Kopparthy as an Industrial Smart City Under NICDP

What the Cabinet Decided on 28 August 2024

In a landmark decision, the Cabinet Committee on Economic Affairs chaired by Prime Minister Narendra Modi approved 12 new project proposals under the National Industrial Corridor Development Programme (NICDP) with an estimated investment of Rs. 28,602 crore. The approved list of locations, spanning 10 states along six corridors, included: Khurpia, Uttarakhand; Rajpura-Patiala, Punjab; Dighi, Maharashtra; Palakkad, Kerala; Agra, Uttar Pradesh; Prayagraj, Uttar Pradesh; Gaya, Bihar; Zaheerabad, Telangana; Orvakal, Andhra Pradesh; and Kopparthy, Andhra Pradesh, alongside Jodhpur-Pali in Rajasthan.

This was a funding and location approval for trunk infrastructure — not a completed city. It gave Kopparthy formal status as an NICDP node with a defined land parcel, a central cost allocation, and a corridor placement, clearing the way for master planning and SPV formation.

Kopparthy's Specific Operative Numbers

Announcing the decision in New Delhi, Union Minister K Ram Mohan Naidu gave node-specific figures: the industrial smart city would come up in Kopparthy in 2,596 acres and the centre would spend Rs 2,137 crore on this smart city which would provide 54,500 jobs. He added that the Kopparthy industrial corridor in Kadapa district is part of the Visakhapatnam-Chennai industrial corridor.

NICDC's own project page confirms these figures and adds connectivity and investment-potential detail: the Kopparthy Industrial Area, located in Kadapa District under the Vizag-Chennai Industrial Corridor (VCIC), spans 2,596 acres, is strategically connected by SH 51 and NH 40, is 13 km from Kadapa Airport, and carries an investment potential of ₹8,860 crore against a project cost of ₹2,137 crore.

Where Kopparthy Fits Inside VCIC

The Vizag-Chennai Industrial Corridor predates the August 2024 approval. In August 2019, NICDIT had approved Visakhapatnam and Chittoor nodes as Phase I priorities, with Kopparthy added later as an additional VCIC node. This happened via an October 2024 addendum, and the Kopparthy master plan was completed and notified in September 2025, marking a planning milestone for VCIC's newest node.

In effect, the August 2024 Cabinet approval sanctioned funding and land for Kopparthy; the formal legal/planning integration into the VCIC framework and detailed master plan followed in the months after.

Who Actually Implements the Decision

Cabinet approval does not build infrastructure by itself — a special purpose vehicle carries out construction. AP Industrial Corridors Infrastructure Development Corporation Limited (APICDC), a Special Purpose Vehicle which is a 50:50 joint venture between NICDIT (Government of India) and APIIC (Government of Andhra Pradesh), has been set up for implementation of the Kopparthy Industrial Area (KIA) Project. NICDC's own role is upstream of this — as project-development company and knowledge partner rather than the on-ground executing agency.

Timeline: From Cabinet Approval to Foundation Stone

On 16 October 2025, Modi laid the foundation stones for the Orvakal Industrial Area in Kurnool and the Kopparthy Industrial Area in Kadapa, with a total investment of over Rs 4,920 crore for both. A separate account of the same event describes the Kopparthy area at that point as spanning 2,595 acres and being developed at a project cost of ₹2,136 crore — figures effectively unchanged from the 2024 approval, with minor rounding differences across reports.

Practical Effect of the Decision

For investors and local stakeholders, the August 2024 approval means Kopparthy has a Centre-sanctioned budget line, a defined 2,596-acre land parcel in Kadapa district, and a joint-venture SPV (APICDC) tasked with delivering trunk infrastructure — roads, power, water, sewerage — under NICDP's standard 'plug-n-play' and 'walk-to-work' model. It does not, by itself, mean plots are ready for allotment: master planning was only notified in September 2025, and the foundation stone for physical works was laid in October 2025, over a year after Cabinet clearance.

The jobs figure (~54,500) and investment-potential figure (₹8,860 crore) are planning-stage projections tied to full build-out and private investment attraction, not guaranteed or already-realised outcomes.

A Reporting Discrepancy Worth Flagging

At the same briefing where the Union Minister cited 2,596 acres for Kopparthy, Andhra Pradesh Chief Minister N Chandrababu Naidu's office gave a different figure: 25,969 acres will be allotted to Kopparthi industrial hub to provide employment to 54,000 people. This figure has not been repeated in any later official document (including NICDC's own project page, which consistently states 2,596 acres). Readers should treat the smaller figure — corroborated by NICDC and repeated across independent reports — as the reliable one, and the larger figure as a likely transcription or reporting error from the original briefing.
