What exactly was decided

Uttar Pradesh Chief Minister Yogi Adityanath on Monday laid the foundation stone for the Integrated Township project worth over Rs 2,517 crore in Meerut under the Chief Minister Urban Expansion/New City Promotion Scheme. CM Yogi performed the Bhoomi Pujan of the Integrated Township project, spread across 295 hectares, marking a new chapter in Meerut's development journey. The Chief Minister dedicated the ambitious township project in Meerut to former Prime Minister Atal Bihari Vajpayee, naming it 'Atal Shatabdi'.

This was a ceremonial ground-breaking event, not a fresh land-use notification, RERA registration or a MEDA board resolution in itself — it publicly launched physical construction on land that MEDA had already begun assembling in the preceding months.

Who decided, and under what programme

The decision to launch construction was announced and executed at the level of the state government, with the Chief Minister presiding, and the project falls under the Chief Minister Urban Expansion/New City Promotion Scheme, a state-level township promotion scheme. Execution on the ground is by the Meerut Development Authority (MEDA), which is described in later coverage as the developing agency. The township is being developed by the Meerut Development Authority (MDA).

Operative area, boundaries and land

The township footprint reported at the time of the bhoomi pujan was the 295-hectare project, though a subsequent MEDA-linked news report puts the figure at 294 hectares in Mohiuddinpur along Delhi Road. Land is being assembled from Mohiuddinpur and adjoining villages; an earlier (March 2025) report on the same scheme noted that land has been purchased already in the four villages of Mohiuddinpur, Chhajjupur, Kayastha Gaongri and Ikla on the basis of consent, with 100 hectares bought by that point. A later update (around August–October 2025) reported progress to 127 hectares purchased, with development work to start on 60 hectares in the first phase. The site sits near the Rapid Rail Corridor, i.e. close to the Delhi–Meerut RRTS (NCRTC RapidX) alignment, and between the old Delhi Road and the Delhi–Meerut Expressway corridor.

Planned layout and land use

The scheme is planned as a mixed-use, transit-oriented development. As per the plan, a total of 31 sectors will be built by combining Phase-1 and Phase-2, and the most special thing about this project is its mixed land use model, where in the same building, residential flats, shopping complexes and industrial activities will be conducted on different floors. Plots are intended to be offered across income categories: keeping all income classes in mind, plots will be made available for EWS, LIG, MIG and HIG category. Coverage from October 2025 also lists schools, a medical college, and consolidated divisional offices, aimed at generating employment and attracting industries as intended components, echoing the Chief Minister's own description of the plan including integrated residential, industrial, and commercial facilities, along with schools, technical institutes, and medical colleges.

Stated purpose and rationale

Officially, the township is pitched as an affordable-housing and economic development play tied to Meerut's improving regional connectivity. This project, located near the Rapid Rail corridor, aims to offer affordable and sustainable housing to residents of the National Capital Region (NCR). The project is designed to transform Meerut into a modern hub of residential, industrial, and commercial infrastructure. At the same event, the Chief Minister also referenced Meerut's wider development story: "Today, Meerut is recognised by the 12-lane express highway, today Meerut is recognised by the rapid rail... Now Meerut is recognised for sports goods under the One District One Product scheme..."

Ancillary announcements made at the same event

The bhoomi pujan was combined with other welfare disbursements during the same visit, which are useful context but are separate from the township decision itself: Rs. 29 crore in loans were distributed to 675 budding entrepreneurs under the Mukhyamantri Yuva Udyam Vikas Abhiyan, and Rs. 64 crore was disbursed to 881 self-help groups, with keys to houses handed to beneficiaries of the Mukhyamantri Awas Yojana on the same occasion.

Progress after the bhoomi pujan (notified vs. operational)

The 4 August 2025 event was a launch/foundation-laying, not a completion. Subsequent reporting from late August 2025 shows the project moving into technical survey and planning stages: the drone survey for the state's first integrated TOD township in Meerut, also called the New Township, has been completed, and based on the survey, a detailed layout plan will now be prepared. As of that report, plot allotment was being targeted for later in the year, though this is a target date rather than a confirmed completed step. Land acquisition was still described as ongoing into the autumn: the process of land acquisition is also moving rapidly, and land of Mohiuddinpur, Chhajupur, Ikla and Kayastha Gramdi is being acquired for this township, with acquisition of the remaining land expected to be completed soon. As of the most recent listing found (a trade-press entry dated April 2026), the project continued to be described simply as a launched 295-hectare, Rs 2,570 crore scheme under MDA with the township being developed by the Meerut Development Authority (MDA), without confirmation of full construction completion or formal plot handover.

Most reports around the bhoomi pujan cite Rs 2,517 crore and 295 hectares; a trade-press project listing instead cites Rs 2,570 crore, and a MEDA-linked news report cites 294 hectares. An earlier (pre-launch) social-media report from March 2025 referenced a smaller, differently-budgeted version of the scheme — a 400-hectare New Meerut Township to be developed in two phases with a budget of ₹1,258 crore, with ₹809 crore already released — which does not match the figures announced at the actual bhoomi pujan. No official MEDA board resolution number, RERA registration number, or formal notification date for the layout plan was found in public sources as of this research; only the CM's bhoomi pujan event and subsequent survey/planning updates are confirmed.
