UP Government Releases ₹409 Crore for Meerut New Township (Mohiuddinpur) — 20 March 2025 Decision

What was decided

On 20 March 2025, the Uttar Pradesh government sanctioned and transferred funds to the Meerut Development Authority for a new township project. The Yogi government sent Rs 409 crore into the Meerut Development Authority's (MEDA) account for the purpose. The government had earlier agreed to provide a total of Rs 1,258 crore for both phases of the project. This was not the first tranche — coverage from the same period notes that Rs 400 crore had already been given earlier, meaning the March release built on prior funding.

Operative details: area, phases, boundaries

The plan is to develop the township as Phase-1 and Phase-2 across 300 hectares in Mohiuddinpur on Delhi Road. The new integrated TOD township along Delhi Road covers approximately 300 hectares across two phases, divided into 31 sectors, with residential, industrial, and commercial zones within the same premises.

Within Phase 1, the target was to buy 111 hectares in Mohiuddinpur and 30 hectares in Chhajjapur. Land was being assembled through negotiation rather than compulsory acquisition: land was purchased in the four villages of Mohiuddinpur, Chhajjupur, Kayastha Gaongri and Ikla on the basis of consent with farmers. At the time of the March fund release, land was being bought from farmers on a consent basis in four villages, and separate reporting put the acquired area at 100 hectares acquired, with further purchases in progress.

Rates and budget revisions

The funding picture evolved quickly after the March release. Within two weeks, against a fresh proposal of Rs 750 crore for the new township, Rs 409 crore had already been released, with Rs 809 crore received in total up to that point. MEDA's then Vice-Chairman Abhishek Pandey stated that most plots in the township would be group-housing plots, with 10% reserved for the economically weaker and low-income sections. Separately, other coverage from the same week put MEDA's cumulative receipt differently, noting MDA had received Rs 400 crore from the government, with an additional Rs 350 crore from its own infrastructure funds — a reminder that headline "total funding" figures varied slightly across reports depending on what was counted.

Practical effect: from fund release to groundbreaking

The March 2025 fund release was meant to unlock the next stage of the project. At the time, Chief Minister Yogi Adityanath was expected to perform the Bhoomi Pujan for the project in April, marking the beginning of construction and allotment processes, and separately it was reported he would do so sometime after Chaitra Navratri. In practice, the ceremony slipped by several months. Yogi Adityanath laid the foundation stone for the Integrated Township project, worth over Rs 2,517 crore, on a Monday in August 2025, under the Chief Minister Urban Expansion/New City Promotion Scheme, and the Chief Minister dedicated the township to former Prime Minister Atal Bihari Vajpayee, naming it 'Atal Shatabdi'. At that ceremony, CM Yogi performed the Bhoomi Pujan of the Integrated Township project, spread across 295 hectares — a somewhat larger budget figure than the ₹1,258 crore originally cited for public funding, since ₹2,517 crore appears to represent the full project cost including all components rather than only the state's cash contribution.

Follow-on ground work continued afterward: MEDA was developing the township on 294 hectares in Mohiuddinpur along Delhi Road, and by then 127 hectares of land had been purchased, with acquisitions underway in Mohiuddinpur, Chhajjupur, Ikla and Kayasth Gaondi villages. A drone survey was completed to prepare the layout plan, and development is planned across 31 sectors in two phases, with work in two sectors targeted for completion by November and an official launch with plot sales planned for Diwali.

Later land-purchase update

By mid-2026, MEDA's land bill for the project had grown substantially. Reporting in April 2026 noted MEDA developing the new integrated township in Mohiuddinpur, for which it had by then bought land worth Rs 1,086 crore, with the foundation stone already having been laid by CM Yogi Adityanath. This confirms the March 2025 fund release was one step in a longer, multi-tranche funding and acquisition process rather than a one-off payment.
