What the Government Announced
On March 10, 2025, Chief Minister Conrad K Sangma told the state Assembly that New Shillong Township is emerging as a symbol of Meghalaya's growth ambitions, emphasizing the township's potential as a game-changer for the state. The state government is advancing key projects including Shillong Tech Park Phase-II, PRIME Hub, Internal Road Network, New Shillong Water Supply Scheme, Festival Grounds at Mawkhanu, Skills and Innovation Park, and Umsawli Tennis and Swimming Centre, which aim to boost infrastructure, create employment opportunities, and attract investments.
Finalized Projects
Several finalised ventures are set to redefine the township's social fabric and connectivity, including the Monolith Towers, a heliport, the Police Reserve, a hospitality complex, housing facilities, and a working women's hostel.
The Unity Mall, a unique commercial destination, will blend traditional aesthetics with modern design, reflecting the state's cultural ethos. The New Secretariat building, designed with sustainability in mind, will improve government efficiency and adhere to environmentally responsible practices.
Monolith Towers: Flagship Tourism Project
Meghalaya has proposed New Shillong as its flagship tourism destination with a ₹450 crore, 123-meter monolith tower complex at the centre of an ambitious master plan. The proposed New Shillong ecosystem will be anchored by the monolith tower with a skywalk, making it India's second tallest public monument after Gujarat's Statue of Unity.
The complex will house immersive galleries, restaurants, cafeterias and souvenir shops. Plans also include a public park, amusement park, Meghalayan theme park showcasing local culture and sports, luxury resort and hotel, event ground, convention centre and an upcoming football stadium.
Development Strategy and Four Pillars
Chief Minister Conrad Sangma has claimed that the New Shillong Township will be Meghalaya's growth engine and biggest job generator, saying 'New Shillong is being built as Meghalaya's engine of growth — powered by four pillars: tourism, sports & culture, education & skilling, and technology. Together, these sectors will attract new industries, create new opportunities, and generate over 1.5 lakh jobs, making New Shillong a true hub of employment for our youth.'
Phase 1: Administrative City
In phase 1, the Administrative City is housing key institutions like the Meghalaya Secretariat, IIM Shillong, NIFT, NEIAH, and NEIGRIHMS, creating a knowledge and healthcare hub. The Rs 1,231 crore Meghalaya Secretariat project is 35% complete, and the Legislative Assembly building is nearing completion. Housing plans include 51.68 acres for residential development, with 10.9 acres for affordable housing (435 units).
Phase 2: Knowledge City at Mawkhanu
Phase 2, the Knowledge City at Mawkhanu, will feature a major IT Park, Skills & Innovation Hub, a monolith tower, and a 40,000-seater football stadium.
Critical Infrastructure: Water and Power
A Detailed Project Report (DPR) covers needs for 32 villages. 'The new system will provide 56 million liters per day for over 4 lakh people,' according to the Chief Minister. Phase I (Rs 591 crore) is under construction, drawing water from Wah Umkhen river. For power, the 33 kV Umroh Sub-Station and expanded lines have cut outages. Upcoming 40 MVA substations at Mawkhanu and Umsawli will strengthen the grid.
Next Steps
Multiple projects are under construction with targeted completion dates. In November 2025, the Meghalaya Cabinet approved acquisition of an additional 35 acres of land at Tynring in New Shillong Township to develop a corridor linking the Administrative City and the Knowledge City. The Chief Minister directed executing agencies to expedite work while maintaining high standards of quality and adhering to project deadlines, instructing all executing agencies to work in close coordination, maintain strict quality control, comply with safety standards, and accelerate construction without compromising quality.
