Bengal's Proposed Industrial Policy and Kolkata Warehouse Demand

Industry leaders in West Bengal say the state's proposed new industrial policy, due to be unveiled on 5 November 2026, could lift demand for warehouses and logistics space in Kolkata. Purti Realty's Managing Director Mahesh Agarwal is among those who have set out expectations, but the policy text had not been published when the PTI report of 3 November 2026 was filed.

What happened

On 3 November 2026, PTI reported from Kolkata that industry leaders had set out their expectations for West Bengal's proposed new industrial policy. The government has said the policy will be unveiled on 5 November 2026. It is being introduced by the BJP government led by Chief Minister Suvendu Adhikari, and is expected to signal a renewed push to attract investment, speed up industrialisation and generate employment.

Purti Realty Managing Director Mahesh Agarwal said proposed incentives such as interest subsidies, reimbursement of state GST and EPF support could encourage fresh investment, strengthen manufacturing and create jobs. He said industrial expansion would in turn create demand for industrial parks, warehouses, logistics hubs and supporting commercial infrastructure.

The policy and its stated aims

The chief minister said the government had committed to launching the industrial policy before Durga Puja but wanted to fine-tune it first. The Industries Minister, Tapas Roy, is named by The Statesman as one of the officials who oversaw its preparation, along with the chief minister.

The government's stated aims are to attract fresh investment, remove bureaucratic hurdles and create employment. A cabinet member, speaking to IANS and not named, said the policy was framed to build an investment-friendly climate, cut red tape in approvals and generate large-scale employment.

The state cabinet cleared a draft on 28 October 2026. The chief minister said he would invite representatives of major industrial houses to the unveiling.

What industry is asking for

PTI's report on 3 November 2026 summarised industry expectations as follows:

Sugam Managing Director Suhel Saraf said investors need predictability, which a single-window mechanism, a transparent land framework and job-linked incentives would provide. He said industrial expansion would also generate demand for housing and urban infrastructure, with multiplier effects for real estate.

Ambuja Neotia Group Chairman Harshvardhan Neotia called for quicker decisions, simpler procedures, time-bound single-window clearances and easier access to industrial land.

Possible legal and incentive changes

An analysis by Whalesbook, by an unnamed author, says the policy may amend the West Bengal Urban Land (Ceiling and Regulation) Act and the West Bengal Land Reforms Act. The same analysis says the incentives may include electricity tariff subsidies for investments above Rs 100 crore. These points are the analysis's expectations. The government has not yet set out the detailed text, so the final provisions will be known only after the policy is published.

Kolkata's warehouse and logistics market

According to a CBRE South Asia report released on 11 August 2026, Kolkata remains Eastern India's largest industrial and logistics market. Warehousing stock was above 24 million sq ft in January to June 2026.

A Vestian report, cited by Constro Facilitator, puts Kolkata's Q3 2026 warehousing absorption at 0.13 million sq ft. That is down 67 per cent quarter on quarter and 90 per cent year on year. The half-year CBRE figures and the single-quarter Vestian figure point in different directions and should be read together.

What it means for buyers, investors and the market

Buyers of homes are not directly addressed in the reporting so far. The only residential link cited is Sugam's view that industrial expansion would lift housing and urban infrastructure demand over time.

Investors will be watching whether the single-window system cuts the time needed to launch projects, and whether land allocation becomes faster. The Whalesbook analysis warns that land-law overhauls often face delays. Commercial and industrial developers hope a streamlined land process will shorten the time needed to build industrial parks and logistics hubs.

The CBRE data shows strong institutional logistics demand in Kolkata before the policy. Any effect from the policy would add to that base. The Vestian figure shows how quickly demand can fall in a single quarter.

What comes next

No date has been set for the review of single-window clearance performance or land allocation speed.
