What BIDA announced

BIDA presented the Greenfield Industrial City as a region-scale development for Jhansi under Master Plan 2045. Its stated vision brings together manufacturing, logistics, talent and liveable growth rather than treating the project as industrial land alone.

The update describes the planned area as 253.33 sq km around the intersection of National Highways 44 and 27. Official project appraisal documents describe the planning area as spanning 33 villages in Jhansi district and say development is intended to take place in phases.

What the plan changes

The vision frames the proposal as a broader urban-industrial area, with transport, residential, green, mixed-use and public facilities alongside industry. In the project layout submitted for environmental appraisal, industrial use accounts for 35.76% of the total area; green areas 22.24%; residential use 17.17%; and transportation 11.22%. These are planned allocations, not completed development.

The appraisal layout also identifies space for logistics, roads and rail, commercial uses, public and semi-public facilities, utilities and water bodies. The October update itself did not announce a new construction start or a revised project timetable.

What comes next

As of October 2026, BIDA’s published procurement record includes work to prepare detailed engineering designs and project reports for infrastructure in the Master Plan’s Activation Area. That points to further project preparation; it does not by itself establish that the wider city is operational.

The environmental appraisal documents state that the planned development is phased. Further implementation therefore depends on the authority’s subsequent planning and infrastructure steps.
