BIDA (Bundelkhand Industrial Development Authority) Greenfield City: Connectivity — Airports, Expressways, Rail and Internal Roads
BIDA's 253.33 sq km Greenfield Industrial City near Jhansi already sits on an operating expressway and a major rail junction, but most of the airport, additional-expressway and dedicated freight-rail links the state government has announced are still at the proposal or early-construction stage as of August 2026.

Airports
BIDA does not yet have an operating airport. In late 2025 the state government began pushing for one to be built inside the authority's own area: Chief Minister Yogi Adityanath directed the development of an airport, a railway station and a multimodal logistics park within the BIDA area at a review meeting on 29 October 2025, to strengthen connectivity for industrial growth.
At a state-government review in October 2025, proposed regional-connectivity projects included an airport, a railway station and a multimodal logistics park within the BIDA area. This is distinct from the pre-existing plan to convert the old Jhansi airstrip into a full civil airport: in 2023, Airports Authority of India started to upgrade the airstrip into a new airport near Jhansi city, about 29 kilometres away, serving both Datia and Jhansi, with the civil aviation minister laying the foundation stone on 21 August 2023.
More recently, the state has folded Jhansi into a wider aviation push. Three new airports are planned in Lalitpur, Jhansi, and Lakhimpur Kheri, with surveys expected to begin in 2026 as part of the government's drive to position Uttar Pradesh as an "Airport State." No construction timeline or operational date for either the BIDA-internal airport or the wider Jhansi/Datia greenfield airport has been confirmed as of August 2026.
Expressways and National Highways
The one large road asset already operating near BIDA is the Bundelkhand Expressway. It is a 296-km-long, four-lane expressway (expandable to six) connecting Gonda village on NH-35 in Chitrakoot district with Kudrail village on the Agra–Lucknow Expressway in Etawah district, inaugurated on 16 July 2022. It passes through the wider Bundelkhand region rather than through the BIDA site itself, so several additional links are being planned to tie the industrial city directly into it.
- Jhansi–Jalaun Link Expressway — an approximately 115-kilometre expressway intended to strengthen the Defence Manufacturing Corridor and BIDA's connectivity; announced/under development, not yet operational.
- Chitrakoot Link Expressway — a 15.2 km link connecting to the Bundelkhand Expressway, intended to boost tourism and the Defence Manufacturing Corridor units in Chitrakoot.
- Direct link expressway to BIDA — in October 2025, CM Yogi directed officials to expedite the construction of a link expressway connecting the Bundelkhand Expressway to BIDA; under development, no completion date confirmed.
- Agra–Gwalior Greenfield Expressway extension — the state government would request NHAI to extend the Agra–Gwalior Greenfield Expressway to connect with BIDA and Jhansi; by December 2025 this had moved to a land-acquisition stage, with 8,349 acres to be acquired for BIDA's Master Plan-2045 and the Agra-Gwalior Greenfield Expressway to be extended to Jhansi — proposed/early-stage, not yet under active road construction.
- NH-27 and NH-44 links — connectivity projects linking the BIDA area with National Highways NH-27 and NH-44 were in their final stages as of the October 2025 review.
Railways and Freight Corridors
Jhansi already has a major operational rail asset next to the BIDA site. Jhansi Junction (station code VGLJ) sits on the New Delhi–Mumbai CSMT, Agra–Bhopal, Delhi–Chennai, Jhansi–Kanpur, Jhansi–Manikpur–Prayagraj and Jhansi–Gwalior–Etawah lines, and its status is functioning.
Two rail-linked projects are proposed specifically for BIDA. First, a dedicated BIDA railway station: the Chief Minister directed the development of a railway station within the BIDA area and called for swift progress on the fourth Delhi–Chennai railway line, directing construction of a railway station within the BIDA zone. This had progressed to alignment work by December 2025: BIDA officials stated that Indian Railways is conducting alignment work to integrate the Delhi-Chennai fourth railway line and railway station within the BIDA region — still under survey/alignment, not yet under construction.
Second, an industrial-corridor freight node: Adityanath called for the development of a Delhi–Nagpur Industrial Corridor node in the BIDA region to align with the national industrial map. A multimodal logistics park, truck terminal and bus depot have also been proposed: projects such as a railway station, logistics park, truck terminal, bus depot, and IT park have been proposed to enhance regional connectivity and industrial support infrastructure. All of these remain at the proposal/early-planning stage as of the most recent reporting (December 2025).
Metro, RRTS and Urban Transit
No metro rail or Regional Rapid Transit System (RRTS) project has been announced for BIDA or Jhansi as of August 2026. The BIDA Master Plan 2045 covers internal mobility only in general terms: the master plan also provides for internal roads, public transport, freight management, drainage, sewerage, solid-waste management, electricity distribution and digital urban-management systems. This points to a bus-based or similar road-transit system within the planned city rather than any rail-based mass-transit line; readers should treat any claim of a metro or RRTS for BIDA as unconfirmed until an official DPR or notification is issued.
Internal Road Network (Master Plan / Activation Area)
Beyond the regional links, BIDA's own master plan includes an internal high-capacity road spine. In April 2025 BIDA issued a request for proposals to prepare detailed project reports for its first-phase "Activation Area," and this covers, among other things, road infrastructure: the appointed consultant will prepare DPRs across 12 infrastructure categories including a 38-kilometre, six-lane greenfield expressway logistics corridor with 15 kilometres of accompanying service roads, alongside power, water and sewage networks. As of this tender (still being processed through 2025–2026), this internal corridor is at the feasibility/DPR stage — no construction start date has been confirmed. Separately, state approval of ₹497 crore for development of the Activation Area's infrastructure, including its access design, was reported as of 1 August 2026, indicating funding is now moving from planning toward execution for at least the first activation zone.
Ports
Not applicable. BIDA/Jhansi sits in landlocked Uttar Pradesh with no sea or river port access; cargo movement plans for the region rely instead on the proposed multimodal logistics park, rail freight links and the Delhi–Nagpur Industrial Corridor node described above.
