Decision and Directive

Haryana Chief Minister Nayab Singh Saini directed officials to expedite construction work on the Integrated Manufacturing Cluster (IMC) being developed near Maharaja Agrasen International Airport in Hisar. The directive was issued while reviewing the progress of major development projects under the State Pragati Portal.

Saini directed officials to make provisions for aerospace, an Army corridor and medical activities within the cluster, while also reviewing requirements for Maintenance, Repair and Overhaul (MRO) operations at Hisar Airport.

Development Authority and Partnership

The Hisar IMC is being developed under the Amritsar-Kolkata Industrial Corridor in collaboration with the National Industrial Corridor Development Corporation (NICDC). The implementing entity is NICDC Haryana Integrated Manufacturing Cluster Hisar Project Limited (NHIMCHPL).

Project Scale and Area Specifications

The overall project is spread across 2,988 acres and has an estimated project cost of ₹4,680 crore, with an investment potential of ₹32,417 crore and employment potential of around 1.25 lakh jobs. Work is progressing on the first phase of the project, covering 1,578 acres of land.

Land and Environmental Status

The government already has 100 per cent of the land required for the project, while environmental clearance has also been obtained. This represents a critical advantage noted in development circles, as land acquisition often delays industrial corridor projects.

Construction Tender Status and Timeline

The tender for construction work has been floated and the evaluation and selection of bids is at an advanced stage, following which construction work will commence. 10 bids had been received for the Rs 707 crore EPC tender and were under evaluation.

The EPC tender covers Engineering, Procurement and Construction on a Design-Build basis, including internal roads, water supply, sewerage, stormwater drainage, and associated utilities. Canal diversion work for Phase-I has already been awarded, while NHAI has awarded the proposed double-loop interchange at Dhandur Junction on an EPC basis.

Planned Infrastructure and Facilities

Infrastructure linked to the airport is being developed alongside the cluster, including water supply facilities and a 220-kV power substation to support upcoming industrial and commercial facilities. The IMC master plan includes provisions for industrial and commercial zones, residential and institutional areas, services, green spaces, water bodies, roads, and utility services.

Strategic Location and Connectivity

Strategically located near the airport and along important road and rail links, the cluster is expected to benefit from connectivity through NH-52 and NH-09, besides its proximity to the Eastern and Western Dedicated Freight Corridors. The IMC will benefit from multi-modal connectivity with air, road and rail initially through the Hisar city Junction in the first phase of its development (2027) and the rail terminal for freight in the airport by 2032 and final phase (2037).

Target Industries

The cluster is envisioned to serve multiple industrial sectors. Target Industries include Aerospace & Defense (MRO – Maintenance, Repair, and Overhaul), Engineering & Fabrication, Food Processing, Textiles & Apparel and Light Manufacturing.

Practical Effect and Implementation

Saini has directed officials to ensure that there is no delay in construction activities and that the quality of the work is maintained. The directive accelerates the project from the tender evaluation stage toward active construction, with EPC agency appointment and construction commencement expected to follow bid evaluation.

As of September 2026, the project remains in pre-construction phase, with land secured, environmental clearance obtained, and tender evaluation underway. Full operational status is not yet achieved.
