CM Saini Reviews Hisar IMC Infrastructure Progress at State Pragati Portal Meeting

What the CM Announced

During the fourth State Pragati Portal review meeting, CM Saini said extensive infrastructure is being developed at the Integrated Manufacturing Cluster (IMC) in Hisar, which will house a Skill Development Centre, Convention Centre and Exhibition Hall, Logistics Park and Multi-Speciality Hospital, besides facilities for defence and aerospace, agro-food processing, garment and textile industries.

He informed that facilities, including water supply for the airport and a 220-kV power substation, are being developed at the IMC, and that work is also underway to construct the boundary wall around 1,578 acres of land in the first phase of the airport project.

Development Authority and Governance

The IMC will be developed jointly by the Haryana government and the National Industrial Corridor Development Corporation (NICDC), as announced in a statement following a meeting chaired by Chief Minister Nayab Singh Saini. The State Support Agreement (SSA) and Shareholder Agreement (SHA) pave the way for the development of the Integrated Manufacturing Cluster (IMC) at Hisar, through which NICDC will assist Haryana in shaping one of its most ambitious industrial hubs.

The State Pragati Portal is a web-based monitoring dashboard launched in January 2022 to track infrastructure projects costing over Rs 75 crore.

Project Scale and Investment

Spread across 2,988 acres, the Hisar cluster is expected to become a cornerstone of Haryana's economic future. The project carries an estimated investment potential of Rs 32,417 crore, with a project cost of Rs 4,680 crore. Once operational, it is projected to create 1.25 lakh jobs and attract a mix of domestic and global investors, reinforcing the Make in India mission.

Infrastructure Procurement and Timeline

Bids have been received for the EPC project worth approximately Rs 707 crore for the Phase-I infrastructure, and the bids are currently being evaluated. The EPC agency will be appointed shortly. The successful bidder will have to complete the construction work within 30 months and maintain the infrastructure for five years.

The process for notification of the master plan has also been initiated, with a target to notify it by August 31, 2026. Construction work for canal diversion in Phase-I has already been awarded.

Utilities and Infrastructure Details

The trunk infrastructure will include internal roads, water supply, sewerage, stormwater drainage, power distribution and other essential utilities required for industrial development. When completed, the IMC is expected to require around 232 MW of electricity. To meet this demand, the Haryana Vidyut Prasaran Nigam (HVPN) will establish a 220-kV grid substation for the project, with power distribution within different sectors of the IMC handled by the Dakshin Haryana Bijli Vitran Nigam (DHBVN).

Strategic Location and Corridor Status

Hisar Integrated Manufacturing Cluster (IMC), located in Haryana is one of the most ambitious industrial infrastructure projects under the Amritsar–Kolkata Industrial Corridor (AKIC) in India, proposed to be a large size, multi-sector industrial platform where the idea is to make Hisar a next generation industrial hub for MSMEs, exports, logistics and advanced manufacturing. Planned over approximately 2,988 acres, including 1,605 acres in Phase I, the project is strategically located along NH-52 and NH-09 and lies close to the upcoming Hisar Aviation Hub.
