From Planning Limbo to Tender Launch

The sluggish pace of work has been leading to delays in the proposed Integrated Manufacturing Cluster near the airport in Hisar, with government sources indicating that delays in on-ground execution, despite strong initial structural advantages, are a matter of concern. But on June 29, 2026, the National Industrial Corridor Development Corporation floated the Rs 707 crore tender for developing infrastructure in about 2,988 acres.

Despite having land acquisition completed—one of the biggest bottlenecks in industrial corridor development nationwide—procedural progress had remained slow, with the appointment of consultants still under process and the EPC tender yet to be floated as of early June 2026. The tender launch marks an inflection point: the ambitious Integrated Manufacturing Cluster project has taken its first step towards implementation.

What the Tender Covers

The NICDC Haryana Integrated Manufacturing Cluster Hisar Project Limited (NHIMCHPL) has floated the tender for the development of trunk infrastructure at the proposed IMC under the Amritsar-Kolkata Industrial Corridor. The infrastructure includes roads, water supply, sewerage, stormwater drainage, etc. to be constructed within 30 months of tender award. Additionally, the Dakshin Haryana Bijli Vitran Nigam (DHBVN) will build a 220-kV electric substation with five 33-kV substations for the project.

When completed, the IMC is expected to require around 232 MW of electricity.

Strategic Context: Who Decided and Why Urgency

The project is being developed under the National Industrial Corridor Development Corporation (NICDC) as part of the Amritsar–Kolkata Industrial Corridor (AKIC). In a high-level review meeting held on April 15, Chief Secretary Anurag Rastogi reviewed the progress of the IMC-Hisar project and directed all concerned departments to ensure timely and expedited implementation of decisions related to the project.

The project gains significance as Hisar is emerging as an aerospace and advanced manufacturing hub, especially in view of the developing ecosystem around Maharaja Agrasen Airport. Concerns are being raised in regional industrial circles about potential investment diversion, including the proposed trainer aircraft manufacturing initiative associated with Shakti Aircraft Industries. Experts said sectors such as aerospace, defence-linked manufacturing and advanced engineering are particularly sensitive to ecosystem readiness, logistics connectivity and implementation certainty, making execution timelines crucial.

The Rajpura Comparison

The slow pace is more evident when compared with other corridor-linked projects such as the IMC at Rajpura, where EPC-level execution has already advanced, strengthening investor confidence. Industry experts maintain that in the current competitive investment environment, execution speed is as critical as policy intent, particularly as states compete aggressively for manufacturing investments amid global supply chain diversification under the "China Plus One" strategy.

What Comes Next

The IMC will benefit from multi-modal connectivity with air, road and rail initially through the Hisar city Junction in the first phase of its development (2027) and the rail terminal for freight in the airport by 2032 and final phase (2037).

The 30-month construction window for trunk infrastructure—if bid evaluation and award follow normal timelines—positions physical work to commence in late 2026 or early 2027. The IMC is projected as a transformative industrial smart city expected to reshape the economic landscape of western Haryana.
