What Happened: The Tender Launch
The NICDC Haryana Integrated Manufacturing Cluster Hisar Project Limited (NHIMCHPL) has floated this tender for the development of trunk infrastructure at the proposed IMC in Hisar under the Amritsar-Kolkata Industrial Corridor (AKIC). The project will be executed on an Engineering, Procurement and Construction (EPC) basis and cover the design, construction, testing, commissioning and operation and maintenance of the cluster's trunk infrastructure. The trunk infrastructure will include internal roads, water supply, sewerage, stormwater drainage among others.
The tender has been issued through the e-tendering process by NHIMCHPL, a special purpose vehicle jointly promoted by the Centre and the Haryana Government for developing trunk infrastructure at the Cluster.

Procedural progress had remained slow, with the appointment of consultants still under process and the Engineering, Procurement and Construction (EPC) tender—which marks the beginning of physical infrastructure work—yet to be floated (as of June 2026).
The tender marks a concrete transition from design to physical implementation. The successful bidder will have to complete the construction work within 30 months and maintain the infrastructure for five years. If met, trunk infrastructure would be operationalised by end of 2028.

IMC Hisar, spread across 2,988 acres, is being developed under the Amritsar-Kolkata Industrial Corridor near the newly inaugurated Maharaja Agrasen International Airport, Hisar, Haryana. Strategically located between the EDFC and WDFC, it offers excellent connectivity via NH-52, NH-09, rail links, and proximity to major logistics hubs. The cluster will serve as a key center for aircraft maintenance, repair, and overhaul (MRO) activities, along with food processing, ready-made garments, and engineering industries.
What Comes Next
Following tender award, design and construction of roads, utilities, drainage and water-supply systems across the 2,988-acre site will commence. The IMC will benefit from multi-modal connectivity with air, road and rail initially through the Hisar city Junction in the first phase of its development (2027) and the rail terminal for freight in the airport by 2032 and final phase (2037).
The National Industrial Corridor Development Corporation (NICDC) will support the Government of Haryana in developing the Integrated Manufacturing Cluster (IMC) at Hisar, following this infrastructure phase with investor allotment and sectoral zoning.
